Except for buses and school buses, if a motor vehicle cannot be inspected at the place of registration for some reason, the owner of the motor vehicle may apply to the vehicle management office at the place of registration for entrusting the issuance of inspection marks. Before the application, the motor vehicle owner shall complete the handling of road traffic safety violations and motor vehicle traffic accidents. When applying, the motor vehicle registration certificate or driving license shall be submitted.
The vehicle management office shall issue a power of attorney to issue the inspection mark within one day from the date of acceptance.
After the motor vehicle passes the inspection at the inspection place, the owner of the motor vehicle shall apply for the inspection mark at the place entrusted by the vehicle management office in accordance with the provisions of the second paragraph of Article 49 of these Provisions, and submit the power of attorney for issuing the inspection mark. The entrusted vehicle management office shall, within one day from the date of acceptance, issue an inspection mark in accordance with the provisions of the third paragraph of Article 49 of these Provisions.
3. Steps and required materials for annual inspection in different places:
(1) Before applying, the owner of a motor vehicle shall deal with the road traffic safety violations and traffic accidents involving the motor vehicle.
(2) The owner shall issue an annual inspection entrustment notice to the vehicle management office where the vehicle is registered, and agree to entrust the vehicle management office in different places to conduct annual inspection of the vehicle. When handling the entrustment notice of vehicle annual inspection, the original and photocopy of the agent's ID card and vehicle driving license (or vehicle registration certificate) should be brought.
To issue a notice of entrustment for vehicle annual inspection, you must go to the vehicle management office where the vehicle is registered. Vehicles cannot be inspected in different places without handling the notice of entrustment for annual inspection of vehicles. However, when handling the entrustment notice, the owner does not have to go in person, and relatives and friends can go to the vehicle registration place to handle it on their behalf.
(3) Vehicle inspection. After the annual inspection formalities of the entrusted vehicle are completed, the owner will drive the vehicle to the vehicle inspection hall designated by the local vehicle management office for on-line inspection.
(4) Print the annual inspection certificate. After passing the vehicle inspection, take the vehicle inspection report to the service window of the local vehicle management office to print the inspection mark.
