According to the Notice of the State Council Municipality on Printing and Distributing the Reform Plan of Registered Capital Registration System (Guo Fa [2014] No.7), labor dispatch enterprises belong to the industry that will not implement the registered capital subscription registration system for the time being. The labor dispatch unit shall submit a report on the operation of labor dispatch in the previous year to the licensing authority before March 3 1 every year, and truthfully report the following matters:
(a) the operation and financial audit report of the previous year;
(two) the number of dispatched workers and the conclusion of labor contracts and the situation of joining trade unions;
(three) to pay labor remuneration to the dispatched workers;
(four) the dispatched workers to participate in social insurance and pay social insurance premiums;
(5) The employing unit, the dispatched quantity, the dispatched period and the employed position of the dispatched workers;

A subsidiary or branch established by a labor dispatch unit shall submit a report on the operation of labor dispatch in the previous year to the administrative department of human resources and social security that has gone through the licensing or filing procedures.
Where a labor dispatch unit changes its name, domicile, legal representative or registered capital, it shall apply to the licensing authority for change. If it meets the statutory conditions, it shall issue a new labor dispatch business license or indicate it on the original labor dispatch business license; Do not meet the statutory conditions, make a written decision not to change, and explain the reasons.
