Journal of rural poverty alleviation work

It is no accident that some people are poor and some people are rich in the same place. Next, I would like to recommend the work log of rural poverty alleviation to you. Welcome to read the reference!

The poverty alleviation work log (1) has been in xx village 12 days. These days, I visited the poor and asked questions, talked with village cadres, party member and villagers, and learned a lot. Here, people's lives are poor and rich, but more are poor. Farmers work very hard. Almost every household cultivates more than 30 mu of cultivated land, and some even cultivate 40 to 50 mu, which is rare in my hometown and many rural areas. People here have long been used to this busy life. But what has moved me these days is that even though their living conditions are not good and every family has a hard time, these villagers are living well. Writing here, I think that many city people are not worried about food and clothing, but they are always pulling a bitter gourd face and living in a depressed world. Our? Office workers? The child sat in the spacious office, facing the computer with a blank face, as if he had endless troubles. Here, we chat with poor households. They say there are many hardships, but they believe in the party and the government and are full of confidence and hope for their future life. I think this is why they face life with a sunny attitude!

At half past nine, all the comrades in our help group arrived. Today, we went to Sanshe, also called Songba, which is two kilometers away from the home of Director Ma of our base village committee. We walked eastward for ten minutes before we saw a big slope. This natural village happens to be located on the hillside. Looking around, there are mountains and ridges and rows of ravines. At this moment, it suddenly dawned on me that the name of xx village may have been obtained in this way. After walking along the dirt road on the hillside for more than ten minutes, I arrived at Sanshe. Looking down, abandoned zhuangkuo can be seen everywhere, there are not many really decent farmhouses, and there is no one in the roadway. On the way, I heard from Lao Xie that there used to be 26 households in this cooperative, and now there are only 10 households left. We left three houses in a row, but each one locked the door. At the suggestion of Lao Xie, we came straight.

Came to the home of Sun Wanfa, secretary of the original village branch. When he walked into his house, he was preparing to go out to harvest corn. When he saw us, he warmly let us in. It seems that the family conditions are not good. There's only a decent TV set, and it says impressively? Rural party member Distance Education Viewer? . It suddenly occurred to me that a few days ago, someone said that Sun X's family in Murakami had a TV, but everyone was afraid of offending people and no one wanted to come back. Lao Xie said that his family is the best in this club. In the past, this secretary Sun did a good job, and Qinghai's "Life within the Party" also reported on him specially, but later the masses did not reflect well and did not choose him during the transition. During the conversation, we learned that he had taught privately before, and if he persisted for another two years, he would be able to become a full member. He has two sons. The boss drives a sports car outside, and his income is ok, but because of the poor conditions there, the son who has passed the marriageable age has never been a wife. He said that it is difficult for boys in this club, including boys in the whole village of xx, to talk about daughter-in-law, and no one wants to be a daughter-in-law in this poor place with deep ravines. Fortunately, his second son is very disappointing. Now he is studying in Tianjin Youshi University, and will graduate soon. His work has been signed. Talking about the workers in the village, he said that people here have the conditions to move out as much as possible, and those who stay in the village are the most difficult. Everyone is eager for the government to help them move out of the ravine. I thought in my mind that xx village is also a big village, and the overall relocation is not realistic, but it is still feasible to encourage self-relocation through appropriate government support. As a helping working group, we should reflect more!

I visited three groups of households today, and I feel that most of them are newly relocated households. According to statistics, 18 households were relocated last year alone. It turns out that the three groups of villagers are mainly distributed in the mountains and under the mountains, accounting for about half each. The natural conditions on the mountain are bad and the traffic is inconvenient, so the villagers strongly demand to move. Under the coordination of the village Committee, some house foundations were arranged at the foot of the mountain, and all those with good conditions moved down to live in new houses. At present, there are about seven or eight families on the mountain, so I decided to take a trip up the mountain first.

Climb the mountain road, and you will arrive at the first house in about 20 minutes, called Xu Guangchao. There are three people in the family and three low adobe houses. The house is in a mess, and the yard is full of newly hatched chickens. Xu Bin, Xu Guangchao's son, told us that the three of them had been working outside the home because their mother was ill and had cirrhosis, and had been in the hospital for several months. The doctor said there was no hope of treatment and she had to come back. Although his mother's condition has not deteriorated, her life is in danger at any time. My father is in poor health, suffering from lumbar disc herniation and hyperthyroidism. He had to give up his job and go home to take care of his parents. In order to earn some money, he went to the Provincial Academy of Agricultural Sciences to study centipede breeding technology and raise centipedes at home, but he just started and has not seen the harvest; At the same time, I bought back a batch of chickens and prepared to engage in large-scale farming. Xu Bin was the first young man I met in a farmer's house during my family visit. He is 25 years old and is the only one in the village who engages in special farming. I have a deep feeling that young people are just different. They are literate and thoughtful, and new rural construction needs young people. I told him that raising centipedes is very risky, and the key is technology, so we must be more careful. Please find someone to solve the problem in time, and never let the centipede get sick.

Going up again, I came to Mei Cheng's home. She is herding cattle in the Woods. I said, who are we? Thirty thousand? The activity team wanted to visit her house, so she tied up the cow and took us to her house. Conditions at home are not bad. Although she lives on the hill, the house is clean and tidy. She said that the house had been built for several years. Mei Cheng is 39 years old. She is the second young person under 40 that I met in a household survey. I was a little excited to meet two young people in succession. Now that young people have gone out to work, there are too few left.

A family of three in Mei Cheng, whose husband Zhu Chaoming drives an agricultural vehicle to buy and sell agricultural products in the surrounding villages, can earn some money every year. She grows crops at home, not only planting 10 mu of land, but also raising 10 pigs, 3 cows and 1 sheep. I roughly calculated that the gross income of her family's farming and breeding is nearly 20 thousand yuan per year. She also has a daughter, 9 years old, who goes to primary school in Hong Men. Her family is a better one after I have been to Pucun, Hong Men. I asked her what the main difficulty was now. She said it was mainly because her daughter had difficulty in going to school. She is only nine years old. She has to walk several miles to study at the foot of the mountain every day, without companions. There are many wild boars in the middle, which is very dangerous. She can send it at school. If she is too busy after school, she won't be able to meet them. I hope it can be solved. Then I hope the village will help me coordinate the foundation of a house under the mountain, or I want to move down the mountain to live.

In fact, the resources of the three groups of mountains are still very rich, the forests are well protected and the area of the mountains is also very large. If young people don't go out to work, they can still make money by developing agriculture at home like Mei Cheng. The government should do some work in this regard and try to attract young people back. When the young people come back, the village will have vitality and vitality, and a virtuous circle will be formed to better promote economic development and new rural construction.

Later, I went to Wu Yuhai, Cheng, Wu Zhaoxu and Tu Yuanjin. The situation is basically the same. They all belong to the kind who are diligent and have a decent life, but their living conditions are poor. They all report that the conditions on the mountain are too bad, there are many wild animals, which are so destructive that crops can't be planted. They asked the village to help them move down the mountain to live.

Walking back from the mountain, I think it is right to move the village to help the poor. The villagers should move down from the mountain. Although people live at the foot of the mountain, the land on the mountain can still be planted, and the mountain field resources can be used to develop characteristic industries, and ordinary people can also increase their income.

The trend of social development is urbanization, so the trend of rural development should be market towns and villages. How to explore a land transfer mechanism and relocation assistance mechanism, and move those villagers with poor living conditions to the surrounding roads and market towns, so that they can move down, live and develop steadily, should be a problem that the government seriously studies and solves.

Journal of Rural Poverty Alleviation Work (3) Monday, September 10

Today, I officially stayed in Xitaipen Gacha, Gaoliban Town, Keyouzhongqi. After dinner in the morning, Zhang Jian, deputy director of Zhongqi Industrial and Commercial Bureau, led us to Qi Transportation Bureau first, and Guo, deputy director, received us. Inquired in detail about the construction of section 1 of Axiom Cement Road 6 in Gacha, Xitai Ben. Director Guo introduced that this year, because the expressway was approved in the second half of the year, the tender was held for 45 days. The freezing period of Xing 'an League is earlier and the construction period is shorter. Road construction stopped before 10. Due to the above reasons, this cement road can only complete subgrade construction and material preparation this year.

Then we went to the flag poverty alleviation office. Director Bai of the Poverty Alleviation Office introduced the whole village promotion project to us, in which the central government invested 6.5438+0.5 million yuan in poverty alleviation funds. * * * Divided into four parts, with 290,000 yuan for the construction of farmland pump wells; 960,000 yuan was used to buy sheep, 200,000 yuan was used to set up a mutual fund, and 50,000 yuan was used for training. The Autonomous Region Poverty Alleviation Office informed that the original 200,000 yuan mutual fund project will no longer be included in the whole village promotion project. The promotion fund of the whole village is 6.5438+0.5 million, which can only be used for farmland capital construction, increasing production and income, and developing advantageous industries. The Party Committee and Government of Gaoliban Town are also preparing to change this project, and the Banner Poverty Alleviation Office has reported it to the Autonomous Region Poverty Alleviation Office, waiting for a reply.

Later, Director Zhang Jian sent us to the home of Brother Shui, a farmer in Xitaipen Gacha, Gaoliban Town. This is the fourth time that we have been to Brother Shui's house. At noon, Brother Shui entertained us with chicken and potatoes. The newly elected party branch secretary Bao Jinlong and Gacha Daba Lake attended the dinner, and several of us had a few drinks.

In the afternoon, we immediately started the work from village to village. In the home of a poor household in Team Three, we saw the deformed hands of the owner Haas Bater due to severe rheumatism. His wife had a tumor operation not long ago to support a child who is going to college. The income from farming at home is far from enough. In a farmer's home with a small dining table, more than 20 children are crowded into two small houses, and the owner relies on this extra income to maintain family expenses. The owner of another family is Bao Hada. From the outside of the house, the family is poor and ready to go to their house, but the door is locked and they may be working in the field.

In the evening, Brother Shui cooked corn for us. Although a little old, it tastes sweet.

September Tuesday 1 1

Today is the second day of staying at Shuige's house, because I chatted with people who came in the evening until 2 am, got up late and got up at 8 am. Brother Shui went to help someone else's house. Mrs. Water is not very good at cooking. Before leaving, Brother Shui prepared porridge, steamed bread, eggs and pickles for us.

After breakfast, we first visited several teams in Gacha No.3 Team. The first one is two young people, the man named singleton and the woman named tuya. The young couple are very affectionate. They used to work together in Dalian. Because I didn't earn much money and the cost of living was high, I came back to farm. When we were going back, we met them again. The two of them are going to cut mung beans. After a few words, they looked at the back of a man holding a woman to the ground and remembered a lyric. Husband and wife should change their homes. Both husband and wife put them underground. The second family I went to was called Shuilian, and the third family was the parents' home of a young couple in Zenger. From the outside of the house, it looks shabby. Singler's grandfather lives here, and there is a shabby bed at the door. The old man is over 70 years old, but he lives in such a shabby place. Our hearts are very heavy.

In the afternoon, I was going to continue my visit, only to find that Mrs. Shui had gone out, and we were afraid to go out because we didn't know whether the security in the village was good or not. At about four o'clock, Brother Shui came back and we continued to visit poor households. There happened to be an old man holding a child by the roadside. She came forward to ask, it turned out that she was looking after her grandson. Both her daughter and son-in-law have gone to work in the fields. The son-in-law's name is Tubxin, and the daughter's name is Lili. They lived in a resettlement house built by the government after the flood washed away the old house in 1998. Sister Wang, a neighbor, heard our voice and came to this family. She heard that we were cadres of the Autonomous Region Administration for Industry and Commerce and invited us to her home. She is a man with cerebral hemorrhage and hemiplegia. The house she lives in is an adobe house. We asked her about other poor households, and she recommended Hua Qinglong's family and enthusiastically led us there. Hua Qinglong has many household appliances, except refrigerators, televisions and even microwave ovens and induction cookers, which are rare in rural areas. Hua Qinglong's second son, Sara, is 28 years old. He is regarded as an older youth in the countryside. At first he hid his age from us, but later he was embarrassed to tell his real age. Judging from Sara's conversation, he has no hope of getting married. According to others in the village, Sara, including his younger brother Hailin, is lazy. He can't save money because he has two flowers. Sara's talent is really poor, with long and dirty hair and a thin figure. Compared with Singler's figure, there is a big gap. The two brothers live in an adobe house next to their parents' house. Sister-in-law Wang warmly led us to the Shuiqin family again. Maybe she called. Shuiqin, wearing water boots, has just returned from watering. Her house is an adobe house with cracked walls. One of her two children is studying in Inner Mongolia Normal University, and the other is in Inner Mongolia Institute of Civil Engineering and Architecture. The annual living expenses add up to more than 20 thousand, and the tuition is more than 8 thousand Obviously, farming alone is not enough. She keeps 29 sheep at home and owes a lot of debts outside.

Walking past these houses, it's almost 6 o'clock, the sky is gloomy and it's already raining.

In the evening, Brother Shui fried celery vermicelli and stewed two pieces of rice. During the dining room, it rained heavily outside, and the yard suddenly became muddy. Because of the rain, the house suddenly lost power, so we lit candles and finished our meal.

It was raining outside, and we sat on the hot kang and suddenly felt a kind of happiness.

Wednesday, September 6th 12

In the morning, it is raining lightly in the sky. I wanted to go out for a walk in the farmer's house, but yesterday's heavy rain made the road in the village extremely difficult to walk, so I had to stay at home. Zhang, director of the Chinese enterprise, suddenly called. Director Liu of Xing 'an League Industrial and Commercial Bureau went to Zhongqi in the afternoon and invited us to dinner in the evening. He sent a car to pick us up this afternoon.

At three o'clock in the afternoon, the bus from Zhongqi Industrial and Commercial Bureau came. The road in West Taiben Gacha can't be called a road at all. When it rains, some sections become big mud pits, which require high driving skills to pass. Sure enough, the driver was unfamiliar with the road conditions, and the car got stuck in the mud, and it took a lot of effort to get out. It's already 4: 30 in the afternoon in You Ke. We are staying at the Junle Hotel.

Director Liu is an old friend of mine. He had a big drink with him when he was the deputy director of Tongliao Industrial and Commercial Bureau, so I know this wine won't run at night. Sure enough, the hot dishes haven't been served yet. Sometimes, he picks up the wine separator, about 225, dries it in one breath, and then lets us do it. We are both people who can't drink and are not good at drinking fast wine, but he is so kind and tyrannical that he can only drink painfully. With such a beginning, the Joint Administration for Industry and Commerce and other leaders of You Ke Zhongqi Administration for Industry and Commerce took turns to go into battle, and soon we were defeated. The man who is traveling with me is completely drunk, and I'm still holding on.

It's almost 9 o'clock after dinner. I was still awake. When I went back to my room to take a shower, I found that there was no hot water, so I had to give up. My colleague drank too much and came to my room to talk about wine endlessly for more than an hour. I couldn't bear it any longer and brought him back to my room by force.

One thing about wine is harmful to people.

Thursday, September 6th 12

Last night, Director Kang of the Banner Industry and Commerce Bureau invited us to get up and go to the morning market to buy food. The time is set at 7 o'clock. I barely woke up at half past six with a terrible headache. I want to take a bath, or there is no hot water. I called the waiter to repair it, but it didn't work. The waiter changed my room to take a bath. It's almost seven o'clock after washing. Director Kang sent a message that the food had been bought, so let me have a rest. Colleagues drank too much and didn't eat breakfast.

After bidding farewell to Director Liu and returning to Gacha, we all felt uncomfortable and decided to have a rest in the morning.

I cooked at noon and cooked three bags of instant noodles at once. Everyone who has finished drinking knows that eating some hot noodle soup and sweating will make most of the wine smell disappear. Unfortunately, the noodles are cooked too much, but they become unpalatable.

In the afternoon, we didn't want to go too far, so we visited several poor households nearby.

Friday, September, 12

At present, our work is mainly to familiarize ourselves with the situation. On the one hand, it is to lay a good foundation for the next step of promoting the whole village project. On the other hand, Gacha is busy with the election. It seems that democracy in China has been implemented in rural areas. The secretary and director of Gacha village have been elected for more than two months, and they were just elected when we came. Then we should choose the natural village head, one villager representative for every fifteen households and one household representative for every five households. These days, our work can't get any help from the secretary and director of Gacha, so we can only get familiar with the situation. We decided to go to Liu De's house, a dilapidated house. Wang Liude's home is in the west of Gacha, and it takes a long walk to get there. Passing by a large farmer cooperative, we went in to have a look because of this task. This cooperative has come up with many tricks. It's really big to buy nearly 40 million tons of corn every year. However, at present, such cooperatives in China have a common difficulty, that is, it is difficult to obtain loans. We can only give him some advice. Further on is Gacha Health Center, which aroused our interest. In the hospital bulletin board, we saw several statements. At present, rural medical cooperative insurance is more cost-effective. A farmer spends more than 600 yuan on medical treatment, and the reimbursement rate is 85%. Farmers only need to spend over 90 yuan. This is a project that benefits the people.

After walking for more than half an hour, I finally arrived at Wang Liude's home. The main part of the reconstruction project has been completed, and the installation of doors and windows shall be undertaken by Wang Liude as required. However, Wang Liude himself suffered from cerebral hemorrhage, and his wife suffered from rheumatism, so she basically lost her ability to take care of herself and could not afford to install doors and windows. The house has been built for more than two months, but the doors and windows have not been installed and people can't move in. As soon as we saw it, a large area of a good new house was wet by the rain, and there was still rain in the house, and corn stalks were all over the house. I asked Wang Liude's second son, Yibao, to move a ladder into the house to have a look. There was a big pool of water on the roof. I asked Ipoh, Do you know there is water on the roof? I see. ? My anger didn't come at once, so I scolded him: can't you sweep? We climbed the ladder to the roof and cleaned up the rain in a few minutes.

It is no accident that some people are poor and some people are rich in the same place. These days, I deeply feel that the natural conditions in Gacha are second to none in Inner Mongolia Autonomous Region. Why is there poverty? Diligence makes you rich, laziness makes you poor. That's the reason. This truth, our landlord Shuige has a deep understanding.

Of course, Wang Liude's family situation is special, and his second son is not easy. He has to farm and take care of two old people. I called Bao Jinlong and asked him to send someone to Wang Liude's house to measure the size of doors and windows. My idea is to install doors and windows for Wang Liude as soon as possible, so that they can move into their new house before winter comes.

Every time I walk on the dilapidated road in Gacha, I always feel heavy. I have seen photos of rural Switzerland. Where is the countryside? It's a paradise. When the countryside in China becomes a place that city dwellers want to come and country people don't want to go, then maybe China will really be modernized.
