Chapter I General Provisions Article 1 These Measures are formulated in accordance with the Construction Law of People's Republic of China (PRC), the Regulations of Jiangsu Province on the Administration of Construction Market and the Measures of Jiangsu Province on the Administration of Construction Project Cost in order to strengthen the management of construction project cost, standardize the related behaviors of construction project cost and safeguard the legitimate rights and interests of all parties involved in the project construction. , combined with the actual situation of this city. Article 2 These Measures shall apply to the construction project cost activities and their supervision and management within the administrative area of this Municipality. Article 3 The term "construction project cost" as mentioned in these Measures refers to housing construction and municipal infrastructure projects, as well as related supporting projects. During the period from preparation to delivery, it is included in the total investment cost of construction projects according to regulations.

The construction project cost activities mentioned in these Measures include the following contents:

(a) the preparation and review of investment estimate, design estimate, construction drawing budget, tender control price, tender offer, completion settlement, project final accounts, etc. ;

(two) the project cost control, the determination and adjustment of the construction contract price, and the project cost appraisal at all stages of the implementation of the construction project;

(3) Intermediary services provided for pricing activities;

(four) other activities related to the construction project cost. Article 4 The principles of legality, objectivity, fairness, honesty and credibility shall be followed in the construction project cost activities, and the public interests and the legitimate rights and interests of others shall not be harmed. Fifth municipal construction administrative departments shall be responsible for the supervision and management of construction project cost activities within the administrative area of this Municipality.

City (county) construction administrative departments in accordance with the management authority, responsible for the supervision and management of construction project cost activities within their respective administrative areas, specific work can be entrusted to the construction project cost management agencies.

Development and reform, finance, auditing, supervision and other departments are responsible for the related work of construction project cost management according to their respective responsibilities. Sixth to encourage and support the construction engineering cost industry associations to establish and improve the self-discipline mechanism, and give play to the role of industry guidance, service and coordination. Chapter II Determination and Control of Construction Project Cost Article 7 All participants in a construction project shall take the valuation basis of the construction project as the main basis for reasonably determining and effectively controlling the construction project cost.

Construction project valuation basis includes the following contents:

(a) the project estimation index, budgetary estimate index and budgetary estimate quota;

(two) the bill of quantities valuation specification;

(3) valuation quota, supplementary quota and time limit for a project quota;

(four) the cost quota and construction machinery affecting quota;

(5) Construction project cost information;

(six) other relevant construction project valuation basis.

No unit or individual may change the valuation basis of construction projects without authorization. Article 8 The municipal administrative department of construction shall promptly organize the preparation, revision and release of new materials, new processes, new structures and new technologies, supplementary quotas and other relevant pricing provisions, and regularly release the project cost index and indicators and the price information of labor, materials and machinery. Ninth construction project feasibility study stage should prepare the investment estimate.

Investment estimation should be based on the scale, construction period, standards, functions, main equipment selection and relevant national and provincial investment estimation indicators of the construction project, and determined on the basis of reasonably predicting dynamic factors such as price, interest rate and exchange rate during the construction period. Tenth construction project preliminary design stage should prepare the design budget.

The design budgetary estimate shall be determined according to the preliminary design documents, budgetary estimate preparation methods, budgetary estimate quota, valuation quota and corresponding expense quota stipulated by the state and province, and on the basis of optimizing the design scheme, combined with dynamic factors such as equipment, material price, construction period, interest rate and exchange rate during the construction period, and controlled within the approved investment estimation range. Eleventh construction project implementation stage should prepare the construction drawing budget.

The construction drawing budget should be determined according to the approved construction drawing and construction scheme, the valuation basis and relevant regulations, combined with dynamic factors such as market material price, price index and necessary risk coefficient, and controlled within the total cost of construction and installation projects in the approved design budget. Twelfth bill of quantities shall be compiled according to the valuation norms, calculation standards and other valuation basis, combined with the tender documents, approved construction drawings and related technical data, construction site conditions and specific conditions of the project; The tender documents shall contain provisions that conform to the provisions on the valuation of construction projects.

Unit price contract is generally used for construction projects priced by bill of quantities; If lump sum contract is adopted, the bill of quantities shall be confirmed after being checked by both parties to the contract. Thirteenth tender control price is the highest bid price limit set by the tenderer for the project subject to tender.

The tender control price shall be compiled and reviewed according to the valuation provisions, and the following provisions shall be observed:

(a) artificial and mechanical machine-team prices are calculated in accordance with the relevant provisions of the provincial construction administrative department, and material prices are calculated in accordance with the construction project cost information released by the municipal, city (county) construction administrative department; The price of materials not included in the construction project cost information is subject to market inquiry, which is consistent with the average market price in the same period.

(2) The comprehensive unit price shall include the risk scope and expenses that shall be borne by the bidder as stipulated in the tender documents.

(3) Non-competitive expenses such as safety and civilized construction measures, fees and taxes shall be collected according to relevant regulations.

The tenderer shall submit the tender control price and related materials to the municipal, city (county) construction administrative department for reference.
