Chapter I General Provisions Article 1 These Measures are formulated in accordance with the relevant provisions of the state and the actual situation of this Municipality for the purpose of regulating the e-government management in this Municipality, promoting the reform of the administrative management system, promoting the openness of government affairs, improving the efficiency of government affairs, realizing the sharing of government information resources and further serving the public. Article 2 These Measures shall apply to the administration of e-government in this Municipality. Article 3 The term "e-government" as mentioned in these Measures refers to the activities of administrative organs and other units with administrative functions to integrate management and services by using modern information and network technology, optimize organizational structure and working environment, and provide standardized, transparent, efficient and convenient public management and services to the society. Fourth Hohhot municipal information department is responsible for the supervision, inspection and guidance of the city's e-government management.

County, Development Zone Management Committee should set up corresponding management institutions, arrange certain special funds every year as planned, and incorporate them into the fiscal budget of that year; Government departments should clarify the management departments and be responsible for the related work of e-government management according to their respective responsibilities. Chapter II Management of E-government Construction Projects Article 5 The municipal competent department of informatization is responsible for formulating the overall planning of informatization construction in our city, and e-government construction projects shall be carried out in accordance with the requirements of the overall planning of informatization construction in our city, so as to avoid redundant construction and industry monopoly. Article 8 An application for an e-government construction project shall meet the following conditions:

(five) with the consent of the relevant competent department. Ninth e-government project construction units should follow the bidding, project procurement, contract signing, project construction, supervision and completion acceptance system, and accept the supervision and management of the relevant competent departments. Article 10 The competent information department shall organize relevant institutions and experts to supervise the whole project, and the project implementation unit shall truthfully provide relevant information to the competent information department. Eleventh after the completion of the project construction, it shall apply to the municipal information department for project acceptance. Without acceptance or unqualified acceptance, the municipal finance will not pay the balance. Chapter III Administration of Government Websites Article 12 The comprehensive government portal website of Hohhot Municipal People's Government (www.huhhot.gov.cn and www.hohhot.gov.cn) is an online window for the Municipal People's Government to uniformly release information and provide information services to the society. The people's governments of counties and urban areas, commissions and bureaus, and administrative committees of development zones (hereinafter referred to as "departments") should set up columns in the comprehensive government portal website of the municipal government or link with the comprehensive government portal website. Thirteenth departments should follow the principle of "convenience, benefit and free of charge", and timely and accurately disclose government information related to their duties according to law. Article 14 Each department shall set up a consultation and complaint column in a prominent position on its website, designate a special person to handle online consultation and complaint matters, establish business norms and processes for consultation and complaint handling, and determine the response time and time limit for online consultation and complaint handling. Fifteenth departments should designate specialized agencies or personnel to be responsible for the operation and maintenance of their websites. Entrust other units to operate and maintain, it shall supervise the operation and maintenance of the entrusted party, ensure the normal operation of the basic functions of its website, such as service link, online acceptance, real-time query, etc., and establish a website background publishing system to solve problems in time when found. Sixteenth departments should establish a website safety management system in accordance with the relevant provisions of the state. Chapter IV Management of Government Information Resources Article 17 This Municipality shall establish a classified catalogue system of public information resources and an information sharing and exchange platform. All departments shall, in accordance with the relevant provisions, submit the catalogue of public information resources held by the department to the municipal information department, and provide, maintain and update the government information of the department in accordance with the requirements of the catalogue system of public information resources and the information sharing platform. Eighteenth to encourage social forces to invest in the establishment of public welfare information institutions to carry out public welfare information services, government departments should provide public welfare information institutions with information resources suitable for public welfare services. Chapter V E-government Network Management Article 19 The E-government network of this Municipality refers to the computer network covering the Municipal Party Committee, the Municipal People's Congress, the municipal government, the CPPCC, the Municipal Commission for Discipline Inspection and its subordinate departments, counties and districts, development zones and other access to the municipal e-government network.
