The evaluation indexes of building total energy consumption include building total energy consumption index, conventional total energy consumption index, special area total energy consumption index and HVAC system energy consumption index. Relative evaluation indicators include the ratio of conventional energy consumption to building area (excluding special area), the number of people living in the building (or the number of beds in the building) and the running time of the building. In order to ensure the independence and impartiality of the experts, the expert review will implement the expert responsibility system. Management platform related expert review meeting, building energy-saving demonstration project expert review meeting and building scientific research project expert review meeting, experts participating in the review can only be selected from the expert database and standby database. The Municipal Construction Committee and the District, County (city) Housing and Construction Bureau can mark and evaluate the quality of expert evaluation after the evaluation meeting, and give the evaluation of "satisfactory, qualified and unqualified". According to the minutes of the annual review meeting, Hangzhou Construction Committee comprehensively considered the quantity and quality of experts participating in the review, implemented the system of "experts can go up and down, personnel can enter and leave", and updated the list of experts in the expert database.

Hangzhou building energy efficiency information management platform has completed the development of building energy efficiency review information base, building foundation information base under construction, existing building foundation information base, building energy consumption monitoring and analysis, building energy efficiency demonstration project, expert database management and other functions, and was officially launched on April 1 2065438. From launch to mid-July, 19 building energy-saving review institutions have been registered, 84 civil building energy-saving review projects have obtained administrative permission, 30 energy-saving demonstration projects have been declared online, and the information base of 150 members of building energy-saving and green building expert database has been improved, which meets the requirements of Hangzhou building energy-saving regulations through practical application.
