(2) Application conditions for compulsory product designated inspection institutions
1, the product certification enterprise has the basic conditions and capabilities stipulated by laws and administrative regulations, and has been recognized according to law.
2, the product certification unit has inspection experience in the corresponding field, engaged in inspection work for more than 2 years or issued more than 20 related product inspection reports.
3. The product certification enterprise has been recognized by a recognized institution determined by the state.
4. No bad records within 6 months before the application.
5. The legal person nature, property right composition and organizational structure of this institution can ensure that it can carry out inspection activities fairly and independently.
6. Having facilities, personnel and other resources required for engaging in compulsory product certification and inspection activities.
7, product certification enterprises engaged in compulsory product certification inspection activities of personnel should have the necessary professional knowledge, and obtain the certification inspection personnel registration qualification;
8. The professional competence of appointed full-time inspectors shall meet the specified business requirements;
9. The proportion of part-time inspectors shall not exceed two-thirds of the total number of full-time inspectors.

5. The legal person nature, property right composition and organizational structure of this unit can ensure its fair and independent implementation of testing activities.
6. The product certification unit has all the equipment and facilities needed to undertake the corresponding product certification and testing activities, or is authorized by the relevant equipment and facilities ownership unit to use these equipment and facilities independently.
7. The inspectors have received the education and training necessary for the corresponding product certification and testing, mastered the requirements of relevant standards, technical specifications and implementation rules for compulsory product certification, and have the necessary product testing capabilities.
