Article 2 These Provisions shall apply to all relevant units during the construction of oil refining projects.
Chapter II Provisions on the Administration of Blasting Operations
Article 4 the blasting operation must comply with the blasting safety regulations (GB6722-2003). Fifth blasting units must have a legitimate business license and safety production license. Article 6 Before blasting operation, the blasting operation approval form approved by the public security organ must be held. Seventh blasting engineering must be carried out in strict accordance with the single safety technical scheme approved by the blasting unit or the competent department. Article 8 Blasters (including blasters, storekeepers of blasting equipment, safety officers and escorts of blasting equipment) must undergo special safety technical training and assessment, and obtain valid safety operation certificates issued by public security departments before they can operate with certificates. Article 9 Before each operation, the blasting operation permit must be filled in correctly as required. Article 10 Before construction, the technical director and safety director of the project shall conduct a comprehensive inspection of all construction preparations, conduct technical and safety disclosure and safety education, so as to implement safety management ideologically and organizationally. Chapter III Provisions on the Administration of Blasting Operations
Article 11 Operators must wear safety helmets and work shoes. Twelfth site equipment, facilities, safety devices, tools, labor insurance supplies must be regularly checked to ensure safe use. Article 13 The driller shall drill holes according to the designed hole pattern size, and the depth and angle meet the requirements. It is forbidden to drill holes in residual holes. Fourteenth after drilling, should be checked, unqualified should be re drilling. The article 15 shall adopt the tank blasting method. If the tank is expanded in stages, when ammonium nitrate explosive is used, it takes 15 minutes to reload after each blasting. Article 16 The blaster shall charge according to the designed single-hole charge and the number of detonator segments used. After charging, plug the orifice with stemming. Article 17 The electric explosion network generally adopts series network, and each joint should be insulated. After the network is formed, it should be turned on, and the bus should be short-circuited before it can be initiated. Article 18 According to the design requirements, when covering the blast hole, the blasting network should be prevented from being damaged and the electric blasting network should be prevented from being short-circuited. After covering, it must be checked again. Article 19. The fire detonator connecting the fuse must be processed in a special room. Electrical equipment is not allowed in the room, and irrelevant personnel are not allowed to enter. Article 20 when cutting fuse or detonating cord, a sharp knife must be used. It is forbidden to cut with a knife or break it with stones or iron. The length of fuse shall not be less than 1m, and the detonating cord shall not be hit or trampled. Detonators shall not be placed on the table where the fuse or detonating cord is cut. Article 21. The processing of the explosive charge can only be carried out at the blasting site before blasting, and the required quantity can be made at one time, and the finished product is not allowed to be kept for later use. The prepared initiating explosive devices shall be properly kept by special personnel. Article 22 the charge should be lightly inserted with wooden sticks and bamboo sticks, and it is forbidden to forcibly insert and tamp with metal sticks. It is forbidden to use frozen, semi-frozen or semi-melted nitroglycerin explosives. Twenty-third blasting must be directed by a special person, set up a warning range in advance, specify the warning time and signal signs, and send warning personnel; Inspection shall be conducted before initiation, and initiation shall be allowed only after construction personnel, passers-by, ships and vehicles have all avoided safe places, and the alarm shall be lifted; The gunner's bunker must be strong and the road must be clear. Article 24 Electric explosion shall meet the following requirements: 1, the power supply shall be strictly controlled by special personnel, the blaster shall be attended by special personnel, and the tool box shall be locked. Do not insert your hand or key into the blaster or junction box before the blasting time. 2. The same electric explosion network should use the same factory, the same coat and the same brand of detonators, and the resistance error of each detonator should be controlled within 0.2 Ω. 3. Before wiring, short the electric detonator crural line and untie it when connecting the bus. The connecting bus should be laid along the direction of power supply from the beginning of charging, and the end of the main line should be wrapped with tape before connecting to the power supply to prevent accidental contact with the power supply. 4. When charging, it is forbidden to connect the electric detonator grounding wire to the metal pipe. Electric explosion in the open air is not allowed in thunderstorm weather. In case of thunderstorm halfway, the detonator crural line should be quickly connected with both ends of the main terminal line of the electric wire to form a short circuit. All personnel should leave the site immediately. 5. After the electric explosion network is laid, when the personnel are evacuated to a safe area, use a special ammeter or bridge to check whether the network is in good condition. The difference between the measured resistance and the calculated resistance shall not exceed 10%. Twenty-fifth when using a fire detonator, only special ignition equipment is allowed to ignite the fuse, and cigarettes, matches or other open flames are not allowed. Article 26 When an electric explosive detonator and a hot network are detonated at the same construction site, the gun should be ignited first, and then the switch should be turned off. When firing, two people shall not fire continuously in the same direction, and the number of shots fired by each person shall not exceed 15. After blasting, no one is allowed to enter the working face 20 minutes before the last shot blasting. Article 27 The safety warning distance radius of open-pit deep-hole blasting shall not be less than 300 meters ... Article 28 After blasting, at least two people shall patrol the blasting site to inspect and deal with dangerous rocks, supports, misfires and residual guns. Article 29 the misfire treatment shall meet the following requirements: if the electric explosion fails to detonate after being electrified, the main line shall be disconnected from the power supply and connected into a short circuit. At this point, if you need to enter the site, use the instant detonator not earlier than 5 minutes after the short circuit; If a delay detonator is used, it should not be earlier than 15 minutes after short circuit. 2. The fire caused by poor wiring can be re-wired for initiation. 3, it is forbidden to use digging or loading explosives in the original hole, should be 60cm away from the original hole drilling another hole. 4, before the misfire untreated, it is strictly prohibited to other operations in this location. Thirtieth when shooting, should set up a cordon, personnel and equipment to a safe distance, before blasting. Article 31 In case of thunderstorm, the blasting operation should be stopped and the dangerous area should be evacuated quickly. In foggy days, dusk and night, ground blasting is prohibited. Article 32 After the gun goes off, the blasting engineer or the blasting monitor should go to the blasting site to check and confirm the safety, and then the alert can be lifted. Thirty-third after the blasting, if blind shots are found, they should be dealt with in time, and warnings or signs should be set up at the scene to eliminate them according to regulations.
