Because a subway line costs more than 30 billion yuan, we suggest inviting tenders in large quantities. As a result, the management was particularly smooth and the progress reached the expectation, but the cost per kilometer was about 1 billion, and 40 kilometers was more than 40 billion. Third, the whole process engineering consultation of EPC project. According to my previous thinking, EPC has no whole-process engineering consultation. China's trust in EPC is not enough, so the overall shape of EPC is strictly controlled, and it has become a kind of EPC with China characteristics. What are the characteristics? EPC general contracting subverts the principle of quantity contracting and quantity payment and settlement, and changes to function contracting and function payment and settlement. Fourth, cultivate business by the general trend of PPP model. Various controls at the financial end are gradually improving, but the control at the project end is seriously lacking, and the whole process engineering consultation is needed. At this time, finance+projects are needed to meet the whole process of PPP+.
