Article 2 These Measures shall apply to the management of the construction project cost valuation activities and the compilation of the construction project cost valuation basis within the administrative area of this province (hereinafter referred to as the construction project cost valuation management).

The valuation management of the construction cost of transportation, water conservancy and other professional projects shall be implemented in accordance with the relevant provisions of the state on the management of professional construction projects, and may refer to the relevant provisions of these measures. Article 3 The term "construction project cost valuation activities" as mentioned in these Measures refers to the preparation of construction project investment estimate, design estimate, construction drawing budget, pre-tender base price, tender offer, agreement on project contract price, preparation of project settlement and other activities. Article 4 The term "valuation basis of construction project cost" as mentioned in these Measures refers to the parameters, values and methods that can be used to predict, evaluate and calculate the project cost obtained from the economic and technological activities and market trading activities of the project construction by using scientific and reasonable investigation, statistics and analysis methods, including the guiding valuation basis such as project quotas and indicators compiled by relevant institutions established by the government. Article 5 The valuation activities of construction project cost and the compilation activities of valuation basis shall be governed by the national standard "Code for Valuation with Bill of Quantities of Construction Projects".

Chapter II Compilation of Valuation Basis Article 9 The guiding valuation basis shall be compiled by the provincial construction project cost management organization and revised regularly, and published after being submitted to the construction administrative department of the provincial people's government in conjunction with the development and reform and financial administrative departments at the same level for examination and approval.

The compilation or revision of the guiding valuation basis should meet the needs of the development of the construction market, reflect the technical level and management level of the construction industry in this province, and be conducive to promoting the popularization and application of scientific and technological achievements in the field of engineering construction.

The compilation or revision of guiding valuation basis should fully listen to the opinions of experts, scholars and practical workers in engineering construction.

Guiding valuation basis by the provincial construction project cost management agencies responsible for the daily interpretation work; If necessary, submit a statement to the enacting body. The supplementary valuation basis shall be uniformly published by the provincial construction project cost management institution, and submitted to the construction, development and reform of the provincial people's government and the financial administrative department for the record. Article 16 The pre-tender estimate and bill of quantities of a construction project shall be prepared by a tenderer who has the ability to prepare tender documents or a construction project cost consulting agency or tendering agency with corresponding qualifications entrusted by him according to law.

The tender offer shall be compiled by the bidder or its entrusted construction project cost consulting institution with corresponding qualifications.
