According to the "Several Measures" (draft for comment), it is planned to purchase new commercial housing in the 9 th district for families with Harbin household registration, in line with the birth policy, and giving birth to a second child or a third child after 202 10.29, with commercial housing sales contracts, household registration books, birth medical certificates filed online, etc.

At the same time, individuals who buy new commercial housing in District 9 and sign commercial housing sales contracts online for the record during online and offline exhibitions will be subsidized according to 100% of the actual deed tax paid, and the subsidy funds will be shared by the city and district according to the ratio of 5:5.

For high-level talents who meet the relevant policies and regulations of this Municipality and are recognized by the municipal human resources and social security department and receive a one-time resettlement fee, they can apply for a housing provident fund loan as the main lender to purchase the first family housing, establish a personal housing provident fund account in Harbin and pay it in full for more than 6 months (inclusive). The maximum loan amount is calculated according to the balance of the housing provident fund account.

In addition, the maximum amount of loans for single employees was raised from 500,000 yuan to 600,000 yuan, and the maximum amount of loans for dual employees was raised from 700,000 yuan to 800,000 yuan.
