Don't speculate on housing, standardize long-term rent ... What are the property market signals revealed by the local two associations?

In February, the agendas of the two sessions of provinces, municipalities and autonomous regions drew to a close, and the general tone of the work of 202 1 was set. According to the incomplete statistics of Sino-Singapore Jingwei client, most of the government work reports of provinces, municipalities and autonomous regions have mentioned the policies related to the real estate market, mainly focusing on three aspects: keeping houses without speculation, developing the rental housing market, and promoting the transformation of old communities.

Compared with previous years, the work reports of many local governments have continued the expression of insisting on housing and not speculating, and promoting the stable and healthy development of the real estate market. Experts believe that this shows that there will be no major changes in the property market regulation policies around this year. Standardizing the development of long-term rental housing and increasing the land for rental housing are the contents of the work reports of local governments, and Hainan and other places have also clearly put forward the "introduction of the method of rent, purchase and equal rights". The renovation of old residential areas will continue during the tenth five-year plan period, and many provinces and cities have announced the specific targets of 202 1.

It has been reiterated many times that housing is not speculation.

In recent years, whether it is the central government or the local government, "housing without speculation" has repeatedly appeared in various important meetings and documents, and "housing without speculation" has gradually become a well-known real estate market regulation policy. The Central Economic Work Conference held in June, 5438+February, 2020 pointed out that we should adhere to the position that houses are used for living, not for speculation, and take measures according to local conditions to promote the stable and healthy development of the real estate market.

Since mid-June, 5438+ 10, several provinces, municipalities and autonomous regions have held two sessions one after another, and "housing without speculation" and "promoting the stable and healthy development of the real estate market" have become high-frequency words in government work reports. According to the incomplete statistics of the Sino-Singapore Jingwei client, the above statement has appeared in the government work reports of Shanghai, Liaoning, Jilin, Inner Mongolia, Ningxia, Gansu, Henan, Zhejiang, Fujian, Guangdong, Hunan, Chongqing, Guizhou, Yunnan and Hainan.

The work report of the Shanghai Municipal Government pointed out that we should stick to the position that houses are used for living, not for speculation, and improve the long-term mechanism for the stable and healthy development of the real estate market. The work report of the Gansu provincial government pointed out that the implementation of the positioning of "housing and not speculating" will promote the stable and healthy development of the real estate market due to the city's policy. Chongqing pointed out that we should stick to the position that houses are used for living, not for speculation, and strive to stabilize land prices, house prices and expectations, so as to maintain the stable and healthy development of the real estate market.

Xie Yifeng, president of China Urban Real Estate Research Institute, told the client of Sino-Singapore Jingwei that there will be no major changes in the regulation policies of the local property market this year, nor will they be greatly relaxed or tightened. At present, some hot cities are strengthening regulation by patching. It is foreseeable that if the market is overheated this spring, the policy may be overweight.

At the above-mentioned central economic work conference, it was also proposed to "solve the outstanding housing problems in big cities", which became the latest formulation of the real estate market by the central government, and the government work reports in Beijing, Liaoning, Henan, Jiangsu and other places clearly put forward. The work report of Beijing municipal government points out that efforts should be made to solve the outstanding housing problems. The work report of the Liaoning provincial government pointed out that efforts should be made to solve the outstanding housing problem in big cities, improve the long-term rental housing and land element guarantee policies, and promote the stable and healthy development of the real estate market. The report on the work of the Henan provincial government puts forward that we should stick to the principle of "housing without speculation" and explore ways to solve the outstanding housing problems in big cities.

Xu Xiaole, chief analyst of RealData, told the client of Zhongxin Jingwei that in 2020, under the background of relatively loose monetary policy, some funds spilled into the real estate market, and the contradiction between housing supply and demand in some cities such as Shenzhen further intensified, and house prices rose. The rapid rise in housing prices will hinder the inflow of population to a certain extent, which is not conducive to urban development. Therefore, the importance of solving the housing problem in big cities is self-evident.

Xu Xiaole believes that to solve the housing problem in big cities, we should pay attention to "taking measures according to local conditions". Summarizing the real estate regulation and control policies introduced in various places since the second half of 2020, we can find that the policy tools are no longer just the demand-side restrictions, but also include the supply-side policy of increasing the supply of residential land, building talent houses and rental houses, and the long-term strategy of promoting regional coordinated development to stabilize the fluctuation of the real estate market.

Standardizing the development of long-term rental housing attracts attention.

According to the incomplete statistics of Sino-Singapore Jingwei client, in 20021year, the government work reports of more than 20 provinces, municipalities and autonomous regions such as Beijing, Shanghai, Liaoning, Jilin, Inner Mongolia, Ningxia, Shanxi, Gansu, Xinjiang, Tibet, Henan, Jiangsu, Zhejiang, Fujian, Guangdong, Guizhou, Chongqing, Yunnan, Guangxi and Hainan, at the same time, many places.

Guangdong Province proposes to strengthen the construction of affordable rental housing, standardize the development of long-term rental housing market, increase land supply, plan the land for rental housing separately, and explore the use of collective construction land and idle land owned by enterprises and institutions to build rental housing.

Hainan Province put forward the method of equal rights for renting and purchasing, rectifying and standardizing the order of the housing rental market, and dealing with the hidden dangers of long-term rental default in time.

Xie Yifeng said that the problem of renting houses in big cities has attracted continuous attention in the past two years, and some long-term rental apartment enterprises frequently run away and have a storm, which has led to a higher voice for improving the rental market environment. Although in recent years, the government report mentioned supporting the development of rental housing, but the overall development is facing the constraints of capital and land supply.

The two sessions in Beijing have just ended, and the new rules for renting houses are about to land. On February 2, the Beijing Municipal Commission of Housing and Urban-Rural Development and other departments issued the Notice on Regulating the Business Activities of Housing Leasing Enterprises in this Municipality, proposing that the deposit collected by housing leasing enterprises from tenants should be managed through a special account set up by the Beijing Real Estate Agency Industry Association, and the amount of the deposit collected should not exceed 1 month rent.

Yan Yuejin, research director of the think tank center of Yiju Research Institute, pointed out that the introduction of new rental regulations in Beijing has signal significance and industry demonstration effect, which helps to reduce all kinds of rental disputes and promote the smooth operation and healthy development of the long-term rental apartment industry, which is worth learning from other cities.

In addition, in addition to the Hainan provincial government work report, the Ningxia Autonomous Region government work report proposes to adhere to the principle of "rent and purchase at the same time", and Chongqing proposes to "build a housing system with rent and purchase at the same time". Xu Xiaole said that China's settlement policy is linked to housing, and the actual implementation process is based on the principle of "house ownership", which means that the social welfare obtained by renting a house is lower than that obtained by buying a house, and "different rental and purchase rights" has become the primary obstacle affecting the development of the rental housing market. The right to rent and purchase is conducive to the improvement of the leasing market system and makes leasing a long-term residential choice.

The renovation of old residential areas continued.

With the reduction of shantytown renovation, urban renewal and renovation of old residential areas have become major livelihood projects promoted in various places. According to the survey of the Ministry of Housing and Urban-Rural Development, before the end of 2000, there were about 220,000 old residential areas in China, involving nearly 39 million residents. In 2020, China began to transform 40,279 old urban areas, benefiting about 7,357,300 families.

The Ministry of Housing and Urban-Rural Development previously stated that during the Tenth Five-Year Plan period, about 35 million families can be rebuilt in China. By the end of the Tenth Five-Year Plan period, efforts will be made to basically complete the old urban areas that need to be rebuilt by the end of 2000. 202 1 is the first year of the 14th Five-Year Plan. According to the statistics of Sino-Singapore Jingwei client, except for a few provinces and cities, almost all the government work reports of provinces, municipalities and autonomous regions have proposed to promote this project, and many places have set specific goals.

Shanghai proposes to deepen urban renewal, give full play to the role of urban renewal center platform, complete the transformation of 700,000 square meters of old houses below Class II, implement the transformation of100,000 square meters of old houses, and accelerate the transformation of villages in cities. Shaanxi Province proposed to build 7,500 new shanty towns and transform 3,622 old urban communities. Henan Province proposed to promote the renovation and upgrading of old urban communities and complete the renovation of no less than 500,000 households. Sichuan Province proposes to implement urban renewal, accelerate the construction of livable cities, sponge cities, resilient cities and smart cities, and newly transform 6,000 old urban communities.

Xie Yifeng believes that the renovation of old residential areas is another important measure to stimulate investment to replace the renovation of shanty towns. Some institutions predict that the total investment in the renovation of old residential areas in 2020 may exceed 700 billion yuan. However, it should be noted that the transformation of old residential areas is also facing the problem of capital investment. From the perspective of maintaining and increasing the value of the house, if the geographical location of the community itself and various living facilities are better, the value-added space of the house will be larger after the transformation.
