Chapter I General Provisions Article 1 In order to strengthen the comprehensive management of cities, improve the level of urban public services and build a civilized, harmonious and livable city, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the implementation of comprehensive urban management within the urban planning area of this Municipality. Article 3 The term "comprehensive urban management" as mentioned in these Regulations includes the management of municipal public facilities, city appearance and environmental sanitation and landscaping, as well as the management of public space order, illegal construction management, environmental protection, traffic and emergency, which are closely related to urban management and need to be brought into unified management. Article 4 Comprehensive urban management shall follow the principles of government-led, public participation, people-oriented, service-oriented, territorial management, consistency of powers and responsibilities, governance according to law, and scientific and efficient. Community residents' committees and villagers' committees shall assist neighborhood offices and township people's governments to do a good job in urban comprehensive management, and organize and mobilize units and residents (villages) within their respective jurisdictions to participate in activities related to urban comprehensive management. Article 6 The people's governments of cities and counties (cities, districts) shall set up urban management committees, which shall be responsible for organizing, guiding, supervising and assessing the comprehensive urban management, and coordinating and solving major problems in the comprehensive urban management. The composition, scope and procedures of the urban management committee shall be formulated by the people's government at the corresponding level. Seventh city, county (city, district) people's government department in charge of urban management is responsible for the comprehensive management of cities within their respective administrative areas, exercise the right of relatively centralized administrative punishment of urban management, and implement corresponding administrative compulsory measures according to law.

The specific management contents, law enforcement matters and areas of the administrative departments of cities and municipal districts shall be determined by the Municipal People's Government.

Planning, construction, environmental protection, land and resources, industry and commerce administration, public security, transportation, food and drug supervision, housing security and housing management, water conservancy, civil affairs, ethnic and religious affairs, commerce and other relevant departments shall, according to their respective functions and duties, do a good job in comprehensive urban management.

Water supply, power supply, gas supply, communication, cable TV and public transportation units shall provide public services within their respective business scope in accordance with the contract, undertake the maintenance and repair of facilities, and cooperate with the comprehensive management of the city. Article 8 All kinds of development zones and new urban areas shall be established by the competent department of urban management, and shall be responsible for the comprehensive urban management within their respective jurisdictions in accordance with the prescribed authority. Article 9 The people's governments of cities and counties (cities, districts) shall incorporate the comprehensive urban management into the national economic and social development plan, set the objectives of the comprehensive urban management, establish the capital investment and guarantee mechanism suitable for the comprehensive urban management, and promote the healthy development of cities. Tenth city and county (city, district) people's government should establish a digital platform for urban comprehensive management, realize the functions of information collection, command and dispatch, supervision and public participation in urban management, and improve the level of urban comprehensive management informatization. Article 11 The people's governments of cities and counties (cities, districts) shall innovate the service mechanism of urban comprehensive management and operation, and promote the socialization and marketization of public services such as environmental sanitation operation, maintenance of municipal facilities, and management and maintenance of landscaping through cooperation between the government and social capital and government purchase of services.

Encourage and guide the public to participate in urban comprehensive management, advocate urban civilized voluntary service, and commend and reward units and individuals who have made remarkable achievements in urban comprehensive management. Chapter II Management of Municipal Public Facilities Article 12 The responsible unit for urban road maintenance shall regularly maintain and repair urban roads in accordance with technical specifications to ensure that road facilities are in good condition. In case of urban road collapse, fracture and other emergencies, the responsible unit for maintenance and repair shall promptly organize emergency repair.

Inspection wells, box covers and other ancillary facilities of various pipelines on urban roads shall conform to the norms of urban road maintenance. When the traffic and safety are affected by the defect, the ownership unit shall immediately take protective measures and make up the defect or repair it in time. Thirteenth prohibit unauthorized occupation or excavation of urban roads. After the occupation expires or is completed, the site shall be cleaned up in time, restored to its original state, and accepted by the urban management department and the public security traffic management department. Fourteenth street signs, bus stop signs, street signs and other public information signs set up in urban roads and other public areas shall conform to the relevant national standards and norms. In case of pollution, damage or displacement, the ownership unit or management unit shall clean up, replace or repair it in time.
