The new situation and tasks put forward new and higher requirements for the construction of democratic centralism. It is more important and urgent to uphold and improve democratic centralism and actively develop inner-party democracy. This is not only an important guarantee for our party to adapt to the development and changes of the situation and tasks, but also an urgent need to strengthen its own construction and improve its creativity, cohesion and combat effectiveness; It is not only an inevitable requirement for our party to comply with people's expectations and win people's support, but also a profound inspiration for our party to sum up the experience and lessons of the rise and fall of the production party in some countries and explore the development law of Marxist political parties.
The Decision puts forward five requirements for upholding and perfecting democratic centralism and actively developing inner-party democracy.
First, adhere to and improve the party's leadership system. Emphasis is placed on "adhering to the core role of the party in overall planning and coordinating all parties, adhering to the organic unity of the party's leadership, the people being the masters of the country and governing the country according to law, reforming and improving the party's leadership and ruling style, and improving the party's leadership and ruling level." The specific arrangements are mainly in five aspects: first, correctly handle the relationship between the party Committee and NPC, government, CPPCC, judicial organs and people's organizations. The second is to improve the leadership system and working mechanism of local party committees, the working mechanism of departmental party groups (party committees), and the institutional mechanism of party leadership over state-owned enterprises and institutions. Third, adhere to and improve the system of multi-party cooperation and political consultation led by the Communist Party of China (CPC). Fourth, strengthen the leadership of the United front and promote the harmony between political parties, ethnic groups, religions, classes and compatriots at home and abroad. Fifth, adhere to the fundamental principle and system of the Party's absolute leadership over the army, and realize the unification of a rich country and a strong army in the process of building a well-off society in an all-round way.
Second, safeguard party member's dominant position and democratic rights. The Decision focuses on the implementation of party member's right to know, participate, vote and supervise, and highlights many specific measures. In implementing party member's right to know, it is proposed to promote the openness of party affairs, improve the notification system within the party, establish the spokesman system of the party committee, and run the website of the party newspaper. In implementing party member's right to participate, he emphasized the establishment and improvement of the system of hearing and consultation on inner-party affairs, and party member regularly appraised the members of the leading bodies of grass-roots party organizations. In the exercise of party member's supervisory power, it emphasizes encouraging and protecting party member to tell the truth and create an environment for democratic discussion and supervision within the party. Emphasize the expansion of grassroots democracy within the Party and give play to the role of grassroots organizations of the Party in safeguarding democratic rights in party member.
Third, improve the party congress system and the inner-party election system. These two systems are the most basic forms of inner-party democracy and the most effective institutional guarantee for inner-party democracy. The Decision has made new arrangements in these two aspects. In improving the party congress system, five points are highlighted: first, improve the representative structure of the party congress and increase the proportion of grassroots first-line representatives; The second is to improve the nomination method of candidates and expand the participation of representatives of the party congress in nominating and recommending candidates; The third is to establish a proposal system for representatives of party congresses at all levels; Fourth, implement and improve the term system of deputies to the Party Congress, establish and improve the systems and methods for deputies to participate in major decisions, participate in the recommendation and democratic appraisal of important cadres, attend relevant meetings of party committees as nonvoting delegates, and contact the masses in party member, so as to ensure that deputies fully exercise their rights and fully reflect party member's opinions and suggestions; Fifth, continue to select some counties (cities, districts) to try out the permanent system of party congresses. In improving the inner-party election system, three points are highlighted: first, improve the inner-party election methods, improve and standardize the election procedures and voting methods, and improve the way candidates are introduced; The second is to promote the method that members of the leading bodies of grass-roots party organizations are publicly recommended by party member people and recommended by higher-level party organizations, and gradually expand the scope of direct elections of leading bodies of grass-roots party organizations; The third is to strictly control the job changes of leading cadres during their term of office and maintain the seriousness of the election results.
Fourth, improve the inner-party democratic decision-making mechanism. Emphasize the need to give full play to the decision-making role of the National Committee on major issues, improve the rules of procedure and decision-making procedures of the Standing Committee, and improve and standardize the system in which the Standing Committee of the Party Committee regularly reports its work to the National Committee and accepts supervision; Improve the level of scientific decision-making, democratic decision-making and decision-making according to law, strengthen the decision-making consultation work of party committees, do a good job in forward-looking and countermeasure research on major issues, and improve the error correction mechanism and accountability system for decision-making mistakes.
Fifth, maintain the party's centralization and unity. This is the proper meaning of democratic centralism. While emphasizing the active development of inner-party democracy, the "Decision" clearly puts forward the need to safeguard the party's centralization and unity, and requires all party comrades to always put the party in the highest position in their hearts and always adhere to the "four obedience", the most important of which is to uphold the party's obedience to the central authorities. In this regard, the "Decision" emphasizes three requirements: First, it always maintains a high degree of consistency with the CPC Central Committee in ideological and political actions to ensure the smooth flow of central government decrees; The second is to improve the regular inspection and special supervision system and discipline guarantee mechanism for the implementation of major central decision-making arrangements, and resolutely correct the phenomenon of orders that cannot be enforced and prohibitions; Third, strictly abide by the party's discipline, and must seriously deal with violations of the party's political discipline.
Adhering to and perfecting democratic centralism and actively developing inner-party democracy are major issues facing party building, which are both urgent and complicated. According to the profound changes of the world, national conditions and party conditions, we should constantly study new situations and solve new problems in the spirit of reform and innovation, actively explore effective ways and methods to strengthen the construction of democratic centralism, further stimulate the enthusiasm, initiative and creativity of party organizations at all levels, especially grass-roots party organizations and the vast party member, further enhance the creativity, cohesion and combat effectiveness of the party, and provide a strong organizational guarantee for strengthening the party's ruling ability and advanced construction. In this process, we should correctly grasp and handle four important relations: first, we must develop democracy and adhere to centralization; Second, we should encourage exploration and implement it steadily; Third, it is necessary to promote the whole, but also to focus on breakthroughs; Fourth, we must improve the system and pay close attention to implementation.
