1. 2. Main responsibilities
1) Implement the national and provincial policies, laws and regulations on housing and urban and rural construction, study, formulate and organize the implementation of long-term development strategies and plans for urban construction, village construction, engineering construction, housing and real estate, construction industry, survey and design consulting industry and municipal public utilities, and conduct industry management.
2) Participate in the preparation of the city's urbanization plan; Responsible for the development of cities and towns in the process of urbanization; To formulate an urban development index system in conjunction with relevant departments; Responsible for the legal system construction and administrative reconsideration in the field of housing and urban and rural construction.
4) Responsible for the property right management, registration, demolition and property management of houses within the urban planning area.
5) Responsible for the management of the city's construction industry, building decoration industry and construction market, and guide and standardize the construction market; Responsible for the management of construction permit, engineering facilities use permit and project completion acceptance record. Participate in the coordination and management of key projects; Responsible for the technical review of construction drawing design of urban construction projects, and guide the review of construction drawings in the whole city; Responsible for the management of project quality supervision, project safety supervision, project cost management and project construction supervision in the whole city, study and formulate relevant regulations and measures and supervise their implementation; Responsible for the supervision and management of seismic fortification of all kinds of buildings and their ancillary facilities and municipal facilities in the city; Organize and coordinate construction enterprises to participate in international contracting and construction labor service cooperation, and comprehensively manage the safety and security facilities of foreign-related construction projects.
6) Responsible for the construction and management of infrastructure such as urban roads and bridges and municipal public facilities such as urban gas, heat, landscaping and scenic spots; Responsible for the comprehensive improvement of urban environment in conjunction with the urban management department.
7) To study, formulate and organize the implementation of scientific and technological development plans, plans and technical and economic policies for the construction of the whole city, and to guide the tackling of major scientific and technological projects, the transformation of scientific and technological achievements, the development of new technologies, the introduction of technologies and the popularization and application of new materials. Be responsible for the promotion of new wall materials and bulk cement, and guide the building energy-saving work.
