Chapter IX Security Information and Contact of People's Republic of China (PRC) Port Facilities Security Rules

Article 73 The general duty room of China Maritime Search and Rescue Center is the national general contact point for port facility security, responsible for receiving security alarms and contacting the national port facility security information.

The duty room of each local port administrative department is the safety contact point of local port facilities and is responsible for all-weather contact for the following matters:

(1) Receiving the security information of port facilities, learning about the ship security information from the relevant maritime administrative agencies, taking security actions in a timely manner in accordance with emergency procedures for the received security alarms, and notifying relevant departments as appropriate;

(2) Informing the maritime administrative agency of the security information of port facilities in a timely manner, and providing security advice or assistance to the relevant ships;

(three) report the security information to the general duty room of China Maritime Search and Rescue Center.

Article 74 After receiving the security alarm, the port facility security supervisor shall immediately contact the port administrative department where the port is located, and report the name and location of the port facility, the name of the operator or manager, and the security threats to the ships, personnel and goods in the facility.

The port facility security supervisor shall keep the communication unblocked at any time.

Article 75 After receiving relevant ship security incidents and other ship security information, the port administrative department where the port is located shall notify relevant port facilities in accordance with emergency procedures and coordinate the security actions of port facilities and ships.

Article 76 The Ministry of Communications shall submit port facility security information to the International Maritime Organization according to the provisions of international conventions and work needs, and be responsible for receiving and transmitting relevant information to relevant domestic departments and institutions.

Seventy-seventh port facility security related information changes, the port facility operator or manager shall promptly send the corrected information to the original submitting unit.

Seventy-eighth traffic (port) management departments at all levels shall establish an information system to ensure the timely submission, reception, analysis and forwarding of port facilities security information.
