The Central People's Government of People's Republic of China (PRC) and the Presidium of the Supreme Soviet of the Union of Soviet Socialist Republics confirmed that since 1945, the situation in the Far East has undergone fundamental changes, namely, imperialist Japan failed, the reactionary Kuomintang government was overthrown, China became the People's Democratic Republic, and a new people's government was established; The new people's government unified the whole of China and implemented the policy of friendly cooperation with the Soviet Union, which proved that it can uphold the independence and territorial integrity of China countries, the honor of the nation and the dignity of the people.

The Central People's Government of People's Republic of China (PRC) and the Presidium of the Supreme Soviet of the Union of Soviet Socialist Republics believe that this new situation provides the possibility to deal with the problems of Changchun Railway, Lushunkou and Dalian in China again.

According to these new situations, the Central People's Government of People's Republic of China (PRC) and the Presidium of the Supreme Soviet of the Union of Soviet Socialist Republics decided to conclude this agreement on Changchun Railway, Lushunkou and Dalian in China:

The contracting parties agreed that the Soviet government would transfer all the rights of * * to manage the China-China Railway and all the property belonging to the Railway to the people of and the government of China free of charge. This transfer was achieved immediately after the conclusion of a peace treaty with Japan, but not later than the end of 1952.

Before the handover, the status quo of the medium-long railway jointly managed by China and the Soviet Union remained unchanged. However, the posts held by the representatives of China and the Soviet Union (such as railway director, chairman, etc.) will be changed to regular rotation from the date of entry into force of this agreement.

The specific measures for the implementation of the transfer will be decided by the governments of the two contracting States through consultation.

The contracting parties agree that once the peace treaty with China is concluded, but not later than the end of 1952, the Soviet Red Army will retreat from the Lushunkou naval base shared by * * * and hand over the equipment in this area to the Japanese people * * and the Japanese government, and the Japanese people * * and the China government will pay the Soviet Union the expenses for the restoration and construction of the above equipment since 1945.

Before the Soviet troops withdrew and handed over the above equipment, the Chinese and Soviet governments sent equal numbers of military representatives to organize the Sino-Soviet Joint Military Committee, and the two sides took turns as chairmen on schedule to manage the military in Lushunkou area; The specific measures shall be agreed by the Sino-Soviet Joint Military Commission within three months after the entry into force of this agreement, and shall be implemented after the approval of the two governments.

The civil administration in this area should be under the direct jurisdiction of the governments of People's Republic of China (PRC) and China. Before the Soviet retreat, the scope of Soviet troops stationed in Lushunkou area remained unchanged according to the existing border.

Once either contracting party is invaded by Japan or other countries collaborating with Japan, and thus involved in military actions, China and the Soviet Union can jointly use the Lushunkou naval base on the advice of the people of China and the China government and with the consent of the Soviet government, so as to help resist the invaders.

The contracting parties agreed that after concluding a peace treaty with Japan, the issue of Dalian Port must be dealt with.

As for the administration of Dalian, it is directly under the jurisdiction of the people of China and the government of China.

At present, all the property temporarily entrusted or leased by the Soviet Union in Dalian should be taken over by People's Republic of China (PRC). In order to take over the above-mentioned property, the Chinese and Soviet governments sent three representatives to form a joint commission, and within three months after the entry into force of this agreement, they agreed on the specific measures for property transfer, which were completed within 1950 after the recommendations of the joint commission were approved by the two governments.

Article 4

This agreement shall come into force as of the date of ratification, and the instruments of ratification shall be exchanged in Beijing.

This Agreement was signed in Moscow on February 4th, 1950/KLOC-0 in duplicate, each in Chinese and Russian, both texts being equally authentic.
