Article 2 These Regulations shall apply to the management of social credit information, the encouragement of trustworthiness and the punishment of dishonesty, the protection of the rights and interests of credit subjects, the development of credit service industry and the construction of social credit environment within the administrative area of this province. Where laws and administrative regulations provide otherwise, such provisions shall prevail. Article 3 The term "social credit" as mentioned in these Regulations refers to the behavior and state that credit subjects such as natural persons, legal persons and unincorporated organizations with civil capacity perform their legal and agreed obligations in social and economic activities. Article 4 Social credit work shall follow the principles of government-led, social construction, legal compliance and protection of rights and interests, and promote the construction of multi-field government integrity, business integrity, social integrity and judicial public trust. Article 6 The development and reform department of the people's government at or above the county level is the competent department of social credit, which is responsible for the comprehensive coordination, supervision and management of social credit work within its administrative area. Article 7 The social credit information management system of this province relies on the public credit information platform of this province to undertake the collection, application and service of social credit information. Social credit information management system is a comprehensive system that collects, summarizes and integrates social credit information and provides credit services such as credit information inquiry, publicity and application. The system covers all levels of public credit information platforms and credit portals in the province, as well as all levels of industry credit information platforms shared with the system. Article 8 Traditional media and new media platforms such as radio, television, newspapers and the Internet should strengthen the publicity of honesty, popularize social credit knowledge, commend advanced models of honesty and trustworthiness, and create a good social credit atmosphere. Chapter II Management of Social Credit Information Article 9 Social credit information includes public credit information and market credit information. Public credit information refers to the credit information generated or obtained by state organs, organizations authorized by laws and regulations to manage public affairs and other public credit information providers in the process of performing their statutory duties and providing public services according to law. Market credit information refers to the credit information generated or obtained by credit service institutions, other enterprises, institutions, social organizations and other market credit information providers in production and business activities, as well as the credit information provided by credit subjects in the form of declaration, voluntary registration, independent declaration and social commitment. Article 10 The competent department of social credit of the provincial people's government shall, jointly with relevant departments, establish and improve the mechanism for collecting, summarizing, sharing and applying social credit information. State organs at all levels can carry out information cooperation with enterprises and institutions, establish a mutual communication and sharing mechanism between public credit information and market credit information, and realize the application of public credit information and market credit information.
