2. Internship

Conditional recruitment provinces should make full use of the time before graduates leave school, and train selected volunteers in grass-roots working methods, volunteer service concepts, safety and health, employment services and other aspects. , and according to the post professional requirements for related professional practice and trainee. At the same time, according to the actual situation in this province, arrange short-term intensive training before sending volunteers.

Step 3 focus on training

On July/KOOC-0/4 and June/KOOC-0/5, volunteers reported to the provinces where they served and participated in the training organized by the provincial project office. The training began on July 16, and the time was not less than 4 days. The service provincial project office shall determine the specific location and contact information of training volunteers before July 1, report to the National Project Office and inform the counterpart provincial project office of recruitment.

4. Volunteer recruitment

During the training dispatch period, if there is loss of volunteers, the project offices of each service province will apply to the National Project Office for supplementary recruitment according to the actual situation. Supplementary recruitment must be carried out in strict accordance with the volunteer selection conditions and physical examination procedures formulated by the National Project Office, and can only be sent to work after training.

5. Post management

When sending volunteers, the service county project office should arrange posts in strict accordance with the volunteer recruitment posts confirmed by the national project office, especially the special action posts such as rural regionalization, modern rural distance education, grass-roots procuratorial organs, grass-roots legal aid, grass-roots people's courts, development finance and safe construction in the west should be strictly implemented. Post change requires the consent of the volunteers themselves and the approval of the provincial project office. If it is found that the post is changed without authorization, the National Project Office will give informed criticism, and if the circumstances are serious, the qualification of serving the county in the next year will be cancelled.

(5) Management services

Strengthen management services and further implement the principles of "whoever uses people, who benefits and who is responsible" and "paying equal attention to training and use". Strengthen volunteer training, create good conditions for volunteers to grow into talents, and effectively implement the special action of the western plan. The professional posts of volunteers are docked with the full-time and part-time deputy secretary of the township youth league Committee. Improve the management system of national, provincial, municipal and county-level project offices, strengthen the management service responsibility of employers serving county-level project offices, and promote the self-management of volunteers. We should conscientiously implement the spirit of the document "Opinions on Guiding and Encouraging College Graduates to Face Grassroots Employment" (No.8/KLOC-0 [2005] of our Office), actively strive for the support of relevant party and government departments such as organization, personnel and labor security, and earnestly implement the policies that have been promulgated. At the same time, actively strive for new policies that are conducive to the employment of expired volunteers.

Project offices at all levels should give full play to the role of human resources market (talent market, labor market and college graduates market), and actively provide employment information, employment guidance and consultation, vocational skills training and other services for expired volunteers relying on social human resources service institutions. Conditional areas should actively carry out online recruitment activities. It is necessary to integrate the resources within the group and organize member units or individuals such as the Youth Federation and the Youth Enterprise Association to provide jobs for expired volunteers.

Carry out the construction of employment service bases. Based on the principle of cooperation, we will explore the establishment of a long-term employment service mechanism with employers who actively provide employment information for expired volunteers and attract volunteers to work.

Explore the development of directional culture. In the process of volunteer recruitment, training and service, employers and volunteers are organized and mobilized to make two-way choices by holding double-election meetings and conferences, so as to help volunteers determine their initial employment intentions before the expiration of their service, create conditions to help the two parties who have determined their intentions to strengthen exchanges and enhance mutual trust, and successfully obtain the job of the intended unit after the expiration of their volunteer service.

The list of volunteers who have completed 1 year service and passed the examination shall be audited and counted by the State Project Office, and reported to the Ministry of Education for publication before the end of February every year, so that the enrollment unit can know the volunteer situation in time and the relevant candidates can enjoy the policy of adding points to the postgraduate entrance examination.

Project offices at all levels should earnestly assume their responsibilities, take effective measures in light of the actual situation, and strive to provide effective employment services for volunteers recruited in this province and already serving in this province. The project office of colleges and universities mainly recommends volunteers sent by colleges and universities whose service has expired to employers. The county-level project office should actively strive for the support of the party and the government and strive to create conditions for volunteers to take root in the local area. Project offices at all levels should gradually establish a talent pool of volunteers, cooperate closely, strengthen cooperation, conduct follow-up surveys on employment and entrepreneurship after the expiration of volunteer service, and strengthen follow-up training after the expiration of volunteer service.

Conscientiously do a good job in the docking of the western plan and the work of college graduates in the village, and actively recommend volunteers from the western plan who have expired their service to the organization and personnel department to apply for posts in the village.

(7) Evaluation and evaluation

In June, all provincial project offices should evaluate the overall performance of project implementation, the effectiveness of project offices at all levels and the personal service performance of volunteers in 2007-2008 according to the evaluation and assessment methods formulated by the National Project Office.

1. After the expiration of volunteer service, the service county project office will make an appraisal and store it in my file. Those who pass the examination will be awarded certificates as proof of volunteer service experience and enjoying relevant policies.

2. The evaluation results of the provincial project office on the work of the next level project office will serve as an important reference for commending and determining the project implementation plan for the next year, and the evaluation results will be copied to the party committees and governments at the same level.

3. The evaluation results of provincial and county project offices by the National Project Office will serve as an important reference for determining recruitment and dispatch indicators and serving counties in the next year. At the same time, the project evaluation results will be summarized and reported to the State Council, and copied to the relevant ministries.

(8) Summary and commendation
