In order to further promote the banning of illegal sand yards in Zhang Weixin, my hometown, according to the Work Plan for Special Renovation of "Scattered Pollution" Industrial Enterprises in Haixing County, the Notice of the People's Government of Haixing County on Closing and Banning Illegal Sand Yards along the Zhang Weixin River in accordance with the law and relevant laws and regulations, the banning plan is formulated as follows:

I. Basic information

There are 32 "scattered pollution" enterprises in Xiangfang Township, including 22 battlefields, 4 fishmeal processing plants, 3 small-scale building materials, commercial concrete 1, 2 small-scale processing plants and coal-fired plants 1. Up to now, 2 1 sand yard has been banned, and two of the four fish meal factories (Lee Tae Jujube Powder Factory and Mayuanzheng Fish Meal Factory) have been upgraded, and two (Korean Water Source and General Administration Fish Meal) have been shut down and banned; Runze Shuiwen Station and Zhuwang Tableware Factory are being upgraded; Yangcheng coal yard and Xiguan plastic factory have been shut down and banned; Three building materials (Zhang Zhongqiao, Kouzhuang and Dahan) have been closed and banned.

Second, the measures taken

(1) Strengthen leadership. Since the beginning of this year, my hometown has taken cracking down on illegal battlefields in China as an important link in the prevention and control of air pollution. Held 32 special research meetings and 6 special deployment township meetings. Chen Hongliang, secretary of the township party committee, and Wang Wende, head of the township, have gone deep into the on-site office and special dispatch of "scattered pollution" enterprises for more than 60 times, and cooperated with relevant departments directly under the county to severely crack down on and resolutely ban "scattered pollution" enterprises.

(2) Close inspection. Since the beginning of this year, Xiangfang Township has organized a special team to inspect all "scattered and polluted" enterprises three times a month in the first, middle and last 30 days, achieving seamless and full coverage. During each inspection, a notice of suspension of production and rectification will be issued to the "scattered and polluted" enterprises, requiring the owners to sign, and documents, pictures, videos and other materials will be kept, with one file for each enterprise and a complete ledger.

(3) issue a notice. On May 10, the Notice of the People's Government of Haixing County on Banning Illegal Sand Yards along the Zhang Weixin River in its jurisdiction according to law (Haizhengzi [2017] No.6) was issued, which was widely delivered and posted to various battlefield docks and "scattered pollution" enterprises. The deadline for all illegally operating battlefield docks and "scattered pollution" enterprises was1. If it is not completed within the time limit, the relevant departments will be organized to set up a joint law enforcement brigade to be forcibly banned. After the "Notice" was issued, various sand terminals and "scattered pollution" enterprises took active actions and completed the "two breaks and three cleanups" (water and electricity were cut off; Remove houses, equipment, raw materials). However, under the temptation of huge interests, some illegal battlefield owners operate secretly after midnight.

(4) heavy blows. On June 8, Xiangfang Township joined forces with the county environmental protection bureau, the county environmental protection brigade, the frontier defense brigade, the Xiangfang police station and the frontier defense police station to cut off traffic on the battlefield cleaned by itself to prevent smuggling. However, some illegal battlefields use their own large machinery to level roads without authorization, and continue to sneak in and sneak out.

On July 1 day, a special work meeting on environmental protection was held in the conference room of the border police station, attended by all 20 battlefield owners, explained the policy to the operators, and issued an ultimatum, requiring the battlefield owners to clean up the remaining sand and gravel within 7 days.

Before July 7, most of the battlefields cleared the sand and gravel in the field. However, there are still some illegal owners who not only failed to clear the sand and gravel within 7 days, but also secretly unloaded the sand and gravel at night.

On July 8, with the cooperation of more than 20 units including county public security bureau, procuratorate, court, discipline inspection commission, environmental protection bureau, river affairs bureau, water affairs bureau, market supervision bureau, land and resources bureau, state taxation bureau and local taxation bureau, more than 50 large-scale machinery such as three-push, excavator and road breaker were used to forcibly remove the sand piles in Zhongwei battlefield and Yitai battlefield, which illegally unloaded sand at night, according to the requirements of "two breaks and three cleanups".

On August 2nd, on the basis of "two breakdowns and three cleanups", all the docks in the battlefield were excavated (10m long× 5m deep), and the "three breakdowns and three cleanups" (water cut, power cut, circuit break, equipment cleaning, raw material cleaning and product cleaning) were realized, which put an end to illegal operations in the battlefield to some extent.

(5) completely banned. Faced with the increasingly severe environmental pressure, these battlefields have also changed their business strategies, adopting the way of "staying at home during the day and going out at night", stopping production during the day and stealing unloading at night. Because these battlefields do not use water or electricity, the equipment is foreign transportation machinery, and the raw materials and products are foreign sand and gravel. Even if the road is cut off, they can fill it up quickly. Often, after the road is cut off during the day, it is very difficult to control it by privately filling the road and smuggling sand at night.

According to the spirit of the county government's Notice on Defining the Responsibility of Governing the Illegal Sand Yard in Zhang Weixin River (Hai Zheng Ban Zi [20 17]No.19), starting from 5: 30 pm on September 27th, police cars, with the cooperation of the county public security bureau, will stop at the sand dock twice a day according to the tidal time on the sea surface, and it is not allowed to be illegal. Cooperate with the traffic police, road administration and other departments to patrol the coastal roads for 24 hours and cut off the illegal sand and gravel transportation routes on land. At the same time, all battlefields are required to clean up the sand and gravel stored in the field and pull them away by themselves within a time limit. If it is not returned within the time limit, it will be sealed up in accordance with the regulations.

At 9: 00 am on September 30, cooperate with the county public security, environmental protection, land, river affairs, water affairs, transportation and other departments to clean up and ban the battlefield. This concentrated attack, * * * dismantled 20 weighbridge equipment; Demolition of 5 container houses, 27 brick-concrete houses and 39 simple houses; Dig a deep ditch with a width of 10 m and a depth of 5 m again on the access roads of 20 illegal battlefields to block the access roads; Seized 4 1 vehicle overloaded in illegal battlefield, fined 33,600 yuan, deducted 165 points; Sand unloading 1636.34 tons; 1 sand carrier was seized and fined 2200 yuan; Clean 10 floating crane; If the account data of six illegal battlefields, such as Harbor Battlefield and Su Xing Battlefield, are seized, they will be fined for overdue taxes according to the highest standards stipulated in relevant regulations. By 3 pm on September 30th, all 20 illegal battlefields had been cleared and banned.
