Measures of Hefei Municipality on the Administration of Geographical Names

Chapter I General Provisions Article 1 In order to strengthen the administration of geographical names in this Municipality, realize the standardization and standardization of geographical names, and meet the needs of economic and social development and people's life, these Measures are formulated in accordance with the Regulations of the State Council Municipality on the Administration of Geographical Names and the Measures of Anhui Province on the Administration of Geographical Names, and in combination with the actual situation of this Municipality. Article 2 These Measures shall apply to the naming, renaming, use, sign setting and related management activities of urban place names in this Municipality. Article 3 The names mentioned in these Measures include:

(1) Names of municipal districts, townships (towns) and other administrative divisions, names of development zones, names of subdistrict offices, community residents' committees and villagers' committees;

(2) Names of natural villages (towns), residential areas and other residential areas;

(3) Names of streets, roads and lanes;

(4) Names of natural geographical entities such as mountains, hills, rivers, lakes, springs, streams, sands and continents;

(5) Names of human and geographical entities such as squares, highways, tunnels, bridges, wharves, ferries, dams, canals, reservoirs, urban bus stations and large buildings with geographical names;

(six) the names of monuments, memorial towers, parks, scenic spots, scenic spots, nature reserves, ancient sites and other memorial sites and places of interest;

(seven) the name of the railway station, airport, wharf (including ferry station), long-distance passenger bus station, freight hub station, etc. , used by professional departments;

(8) House number (including building number, residential building number, unit number and room number). Fourth municipal civil affairs departments in charge of the city's place name management, its main responsibilities are:

(a) to implement the laws, regulations and rules on the work of geographical names, and to formulate and organize the implementation of the work plan of geographical names in this area;

(two) to be responsible for the preliminary examination of the application for naming and renaming place names, and to solicit the opinions of experts on place names;

(three) to supervise and inspect the use of standard place names;

(four) to guide the establishment, update and management of various geographical names, and promote the standardization and standardization of geographical names;

(5) Editing and publishing gazetteers, gazetteers, toponymic maps and other toponymic books and materials;

(six) collecting, sorting out, updating and perfecting geographical names, managing geographical names files, and carrying out geographical name information consultation and academic research.

The district civil affairs department shall be responsible for the management of place names within its jurisdiction in accordance with these Measures.

Construction, planning, real estate, public security, industry and commerce, transportation, quality and technical supervision, gardens and other departments should cooperate with the civil affairs departments to do a good job in place name management according to their respective responsibilities.

Township (town) people's governments and sub-district offices shall assist the competent department of geographical names in supervising and inspecting the work of geographical names within their respective jurisdictions. Chapter II Naming and Renaming of Geographical Names Article 5 The naming and renaming of geographical names shall be carried out in accordance with the relevant provisions of the Regulations on the Administration of Geographical Names of the State Council and the Measures for the Administration of Geographical Names of Anhui Province. Article 6 The naming of large buildings and residential areas shall comply with the following provisions:

(1) Mansion: refers to a comprehensive high-rise office building, commercial building or apartment building;

(2) Center: refers to a building with a certain scale and specific functions;

(3) Cities, gardens (gardens), villas, mountain villas, courtyards, gardens, communities, etc. It should be the general name of residential area, and it should be worthy of the name, consistent with its construction scale, use function, environment and other factors. Among them, the city can also be used as the name of large shopping malls and professional shopping malls;

(4) It is forbidden to use overlapping generic names, such as XX Plaza Building and XX Garden Plaza. Seventh specific rules for the compilation of doorplates shall be formulated separately by the municipal administrative department of place names in conjunction with the municipal public security department. Article 8 The examination and approval procedures and authorities for naming and renaming place names are as follows:

(1) The names of administrative divisions shall be handled in accordance with the relevant provisions on the administration of administrative divisions. The naming and renaming of street offices shall be applied by the District People's Government, and approved by the Municipal People's Government after the preliminary examination by the competent department of place names. The naming and renaming of community neighborhood committees, villagers' committees and natural villages (market towns) shall be applied by the local township (town) people's government or sub-district offices, and shall be reported to the district people's government for approval after the preliminary examination by the competent department of district names;

(II) Naming roads, bridges and squares, the construction unit shall, at the same time of project site selection and design, apply to the municipal administrative department of place names, which shall put forward preliminary opinions within 5 working days and report them to the Municipal People's Government for approval.

The renaming of roads, bridges and squares shall be applied by the unit applying for renaming to the competent department of city names, and approved by the Municipal People's Government after preliminary examination;

(III) The naming and renaming of residential areas and large buildings named after geographical names shall be applied by the construction units and property rights units to the municipal administrative department of geographical names, which shall report to the Municipal People's Government for approval within 10 working days. Planning, construction, real estate and other departments shall examine the approval documents of standard place names when issuing relevant documents;

(four) the naming and renaming of the names of stations, stations, ports and venues with geographical names used by memorial sites, places of interest, natural geographical entities and various professional departments shall be undertaken by the competent department, and reported to the superior competent department for approval after the consent of the municipal competent department of geographical names;

(five) involving roads, mountains, rivers, lakes, etc. If two counties and districts in this Municipality need to be named and renamed, the municipal administrative department of place names shall put forward a plan and report it to the Municipal People's government for approval. Article 9 When applying for naming or renaming a place name, the Declaration Form for Naming or Renaming a Place Name shall be truthfully filled in. The contents of the application documents shall include: the Chinese characters of the place name to be named, the Chinese pinyin with tones, the reasons for naming and renaming, the plan of the entity to be named and renamed, and other relevant materials.

The legally approved name is the standard name.
