Measures of Nanjing Municipality on Standardization of Public Information Signs

Article 1 In order to strengthen the standardized management of public information signs, facilitate public life and improve the level of urban civilization, these Measures are formulated in accordance with the Standardization Law of People's Republic of China (PRC), the Regulations for the Implementation of the Standardization Law of People's Republic of China (PRC) and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the production (including design and processing), sale, installation, supervision and management of information signs in public places within the administrative area of this Municipality. Article 3 The term "public information signs" as mentioned in these Measures refers to signs that indicate the use and orientation of public areas and public facilities, and prompt and guide people's behavior with graphics, colors and necessary words, letters or their combinations.

The term "setting of public information signs" as mentioned in these Measures refers to posting, setting up, placing and installing public information signs in public areas and public facilities. Fourth people's governments at all levels should strengthen the leadership and construction of the standardization of public information signs, and incorporate them into urban development planning. Fifth municipal quality and technical supervision department is the administrative department in charge of the standardization of public information signs in this Municipality, and is responsible for the supervision and management of the standardization of public information signs in this Municipality. The quality and technical supervision department of the county is responsible for the specific supervision and management of the standardization of public information signs within its jurisdiction.

The municipal quality and technical supervision department may entrust the institution in charge of public affairs to supervise and inspect the public information signs.

The administrative departments of public security, transportation, tourism, civil affairs, construction, municipal utilities, city appearance, gardens and other civil aviation, railways, electric power, telecommunications, finance and other units within the administrative area of this Municipality shall, according to their respective functions and duties, organize the implementation of the public information identification standards of this system and this industry. Article 6 The quality and technical supervision department shall perform the following duties:

(a) the implementation of laws, regulations and rules on public information signs;

(2) Formulating and revising the Catalogue for the Implementation of Nanjing Public Information Sign Standards (hereinafter referred to as the Catalogue);

(three) publicity and implementation of public information sign standards and related work;

(four) to guide and inspect the establishment and maintenance of public information signs;

(five) to guide and supervise the quality and technical supervision and standardization technical service institutions to carry out inquiry services;

(six) the implementation of supervision and management according to law, investigate and deal with illegal acts of public information signs. Seventh municipal quality and technical supervision departments shall, according to the provisions of national, industrial and local standards, combined with the actual situation of this Municipality, formulate and modify the catalogue.

The municipal quality and technical supervision department shall formulate and revise the catalogue, and announce it to the public for implementation after being approved by the Municipal People's Government. Article 8 The production and sale of public information sign products must conform to the standards listed in the Catalogue.

It is forbidden to produce and sell public information sign products that do not meet the standards listed in the Catalogue. Article 9 Airports, railway stations, subways, docks, urban roads, parking lots, hotels (restaurants), hospitals, stadiums (pavilions), conference centers, exhibition halls, museums, entertainment places, shopping malls, parks, tourist attractions (spots), public toilets, etc. And other public areas where public information signs need to be set.

For new construction projects within the scope specified in the preceding paragraph, the construction unit shall incorporate public information signs as ancillary facilities into the project budget, and incorporate the standardized construction of public information signs into the project completion acceptance. Article 10 The setting of public information signs shall conform to the standards listed in the Catalogue, and be safe, eye-catching and coordinated.

The establishment of advertising facilities shall not affect the use effect of public information signs. Eleventh national, industrial and local standards have not been formulated, the managers or operators of public * * * areas and public * * * facilities can make public * * * information signs by themselves and report them to the municipal quality and technical supervision department for the record.

Encourage self-made public information signs to adopt international standards. Twelfth city quality and technical supervision and standardization technical service institutions shall provide public information sign related standards inquiry service to the society, and cooperate with relevant competent departments to do a good job in publicity, training, technical service and guidance of public information sign standards. Thirteenth setting units should check and maintain their public information signs. When the public information sign is damaged or falls off, the setting unit shall timely repair and update it to keep the public information sign intact and clean. Fourteenth quality and technical supervision departments should strengthen the supervision and inspection of the setting of public information signs, and if any of the following circumstances is found, it shall promptly notify the setting unit to correct, repair and update within a time limit:

(a) failing to set up public information signs in accordance with the provisions;

(two) the setting of public information signs does not meet the standards listed in the catalogue;

(3) The public information sign is damaged or falls off. Fifteenth in violation of the provisions of these measures, one of the following acts, shall be punished by the quality and technical supervision department:

(a) failing to set up public information signs according to regulations, or failing to meet the standards for inclusion in the catalogue, it shall be ordered to make corrections within a time limit; If no correction is made within the time limit, a fine of more than 100 yuan and less than 1000 yuan may be imposed;

(2) The set public information signs are damaged or fall off, etc. , and not timely repair and update, shall be ordered to make corrections; If no correction is made within the time limit, a fine of more than 200 yuan 1000 yuan may be imposed;

(three) the production does not meet the standards listed in the catalogue of public information products, and shall be ordered to make corrections within a time limit, and may be fined more than 5,000 yuan in 500 yuan.
