The whole country should do this. Without the design of insulation layer, the construction department can't review the drawings. In the north, it is only required that the insulation layer is thicker or the thermal conductivity of the material is lower, but it should be done regardless of the thickness.
As early as a few years ago, the country issued a mandatory heat preservation document, so there is no question of whether to do it or not, only how to do it.
