(1) Urban roads: refer to urban carriageways, sidewalks, parking lots, roadside squares, underpasses, shoulders, roadside slopes, roadside ditches, road guardrails, land for road collection, etc.
(2) Urban bridges and culverts: refers to urban bridges, culverts, overpasses, footbridges and their ancillary facilities;
(3) Urban drainage facilities: rainwater pipes, sewage pipes, inspection wells, rainwater wells, sewage cover ditches, open ditches, pumping stations, sewage treatment facilities, etc.
(4) Urban flood control and drainage facilities: refers to ditches and dikes used for urban flood control and drainage and the land and facilities within their protection scope;
(5) Urban lighting facilities: refers to the lighting facilities and ancillary facilities of urban roads, residential quarters, bridges and culverts, squares, ancient buildings and buildings and structures on both sides of streets, open parks, green spaces and fountains. Article 4 The municipal administrative department of urban construction shall be responsible for the management of municipal facilities within the urban area of this Municipality. Yinchuan Municipal Engineering Management Office and Yinchuan Street Lamp Management Office (hereinafter referred to as municipal facilities management institutions) shall be responsible for the daily management of municipal facilities according to their respective responsibilities, and impose administrative penalties in accordance with the provisions of these Regulations.
Planning, public security, environmental protection, water conservancy and other administrative departments shall do a good job in the management of municipal facilities according to their respective responsibilities. Fifth municipal facilities management should adhere to the principle of unified planning, supporting construction, coordinated development and the combination of construction, maintenance and management. Article 6 Municipal facilities are public facilities, and all units and individuals have the obligation to protect them, and have the right to stop, report and accuse violations of these Regulations. Chapter II Planning, Construction and Management of Municipal Facilities Article 7 The municipal urban construction administrative department shall, in accordance with the city's economic and social development and the overall urban planning, work out the municipal facilities construction and development plan and annual implementation plan jointly with relevant departments, and organize their implementation after being approved by the Municipal People's Government.
Urban water supply, drainage, gas, heating, power supply, communication, cable TV, fire protection, landscaping and other facilities attached to urban roads, such as pipelines and poles, should be coordinated with urban road development planning and annual construction plan, and synchronized with urban road construction. Eighth city municipal facilities construction funds, in accordance with the relevant provisions of the state, to take government investment, fund-raising, loans, paid use of state-owned land and other channels to raise.
Municipal facilities can be used for compensation. Projects, standards and deadlines for paid use shall be implemented after approval in accordance with the management authority and examination and approval procedures prescribed by the state.
The paid use income shall be used for the construction, maintenance and repair of municipal facilities or for repayment of loans and fund-raising. Ninth city municipal facilities construction should be included in the comprehensive development and construction plan of urban transformation, construction and residential quarters.
If other construction projects are adjacent to the municipal facilities of the city, a safe distance shall be set aside in accordance with the regulations. During construction, protective measures must be taken. Tenth city municipal facilities engineering design, construction and completion acceptance must strictly implement the national technical standards, technical specifications and operating procedures. Eleventh new construction, expansion and reconstruction of urban roads, the municipal construction administrative department shall announce to the public before the construction. Units that need to build or maintain underground facilities such as water supply, drainage, gas, power supply, heating, communication, cable TV, fire protection, landscaping, etc. simultaneously with urban road construction should go through the examination and approval procedures at the municipal facilities management institution with the planning and planning approval documents, and strictly follow the principle of underground first and then on the ground. Article 12 The Municipal People's Government shall, in accordance with the technical specifications of urban roads, rebuild and widen the joint between urban roads and highways in a planned way, and the municipal urban construction administrative department may apply for financial subsidies from the highway administrative department at a higher level in accordance with the relevant provisions of the state. Chapter III Management of Urban Roads, Bridges and Culverts Article 13 Municipal facilities management institutions and public security traffic management departments shall closely cooperate to strengthen the management of urban roads, bridges and culverts, so as to ensure that urban roads, bridges and culverts are intact and traffic is smooth and safe. Fourteenth urban roads, bridges and culverts facilities within the scope of the following acts are prohibited:
(a) unauthorized occupation or excavation of roads, bridges and culverts;
(2) driving a tracked vehicle, an iron-wheeled vehicle or a vehicle that is overweight, super-high, super-long and loaded with inflammable and explosive substances without authorization;
(three) to carry out various operations that damage road facilities or endanger the safety of bridge and culvert facilities without authorization;
(4) Opening intersections on both sides of urban roads without authorization;
(five) to set up stalls and markets on roads, bridges and culverts without authorization;
(6) Erecting gas pipelines with pressure above 0.4 MPa, high-voltage power lines with pressure above 10 kV and other flammable and explosive pipelines on the bridge;
(seven) parking, car washing and debugging motor vehicles on non-designated road sections and bridges and culverts;
(eight) dumping garbage (dregs), sewage and other solid and fluid substances;
(nine) motor vehicles and non-motor vehicles are driving on the sidewalk or parked in non-designated parking places on the sidewalk;
(10) occupying blind roads;
(ten) unauthorized construction of various buildings (structures);
(twelve) without setting up, posting or hanging slogans and advertisements on roads, bridges and culverts;
(thirteen) other acts that damage roads, bridges and culverts and hinder traffic safety.
