It is an objective need to adjust the economic structure, change the mode of economic growth and build a conservation-oriented society; It is an important guarantee for building a harmonious society and safeguarding people's land rights and interests; It is an inevitable requirement to implement Scientific Outlook on Development and improve the ability of land to ensure sustainable economic and social development.
Since the last round of overall land use planning in our region was implemented for 8 years, it has played an important role in rational utilization of land resources and effective protection of cultivated land, and the implementation situation is good. The State Council has determined that the cultivated land occupied by construction in our district from 1997 to 20 10 is 9 1000 mu. Since 1997, the actual construction occupied 334,500 mu, accounting for 36.76% of the construction occupation index. The index of cultivated land occupied by construction shall be controlled within a reasonable range, and the cultivated land occupied by construction shall be strictly controlled. The development and utilization of land resources maintained a good momentum, and the cultivated land area increased steadily. According to the plan, the supplementary cultivated land index is 1997 ~ 201400 mu. Since1997, 5.6 million mu of supplementary cultivated land has been added, accounting for 560,050 mu of supplementary cultivated land index. In recent years, our region has intensified the adjustment of agricultural structure and the efforts to return farmland to forests (grass), occupying 4.449 million mu of cultivated land. Regardless of the adjustment of agricultural structure and returning farmland to forest (grass), the total amount of cultivated land increased by 4,967,500 mu, achieving the goal of dynamic balance and steady growth. By the end of 2004, the area of cultivated land in the autonomous region reached 60.37 million mu, and the protection rate of cultivated land reached about 85%, which ensured the food security in the autonomous region and provided land guarantee for the adjustment of agricultural industrial structure. At the same time of development and utilization, strengthening resource protection and strictly controlling land development in key environmental construction areas have achieved good results and provided a good environment for national economic and social development in the autonomous region.
However, the last round of overall land use planning was compiled during the period of economic system transformation. Through eight years of practice, some problems have gradually emerged, mainly as follows: first, the implementation of the strategy of developing the western region has underestimated the social and economic development situation; Second, some cities have insufficient reserves of construction land, especially industrial land; Third, the layout of land use structure in some areas is not reasonable; Fourth, the index of cultivated land occupied by construction in some places has not been fully implemented; Fifth, the quality of planning in some places is not high, which can no longer meet the needs of current and future social and economic development. With the further development of social economy, land use planning is facing a new situation. At present, our region is in a period of great development, and the demand for land resources is increasing day by day. Especially after the Party committee and people's government of the autonomous region put forward the strategy of developing new industrialization, they put forward new requirements for the rational utilization of land resources in our region. Our land area is large, but the oasis area where human beings live and live is only154,400 square kilometers, accounting for 9.5% of the total land area. Carrying out planning revision is an active exploration of land and resources management under the new situation. It is of great significance to study the major problems in the utilization of land resources in our region, clean up the problems and contradictions existing in the planning work, put forward measures and suggestions to solve the problems, establish the principles of planning revision, improve the planning standards and work measures, and explore new ways of land utilization that not only ensure the rational demand for land for current economic and social development, but also ensure the supply of land for sustainable economic and social development in line with regional reality. Land and resources management departments at all levels should attach great importance to the revision of the plan, and carefully organize and coordinate the revision according to the requirements of the Notice of the General Office of the State Council on Forwarding the Opinions of the Ministry of Land and Resources on Doing a Good Job in the Preliminary Work of the Revision of the Overall Land Use Plan (Guo Ban Fa [2005] No.32, hereinafter referred to as the Opinions).
Two, quickly organize the revision of the overall land use planning of the autonomous region.
(1) Advance the preliminary work of planning revision in an orderly manner.
Planning revision is an important event in land and resources management, which is highly valued by leaders and concerned by society. Doing a good job in the preliminary work, establishing the basic principles of planning revision, and improving the planning standards and work measures are the basis and premise of planning revision, and also the need to ensure the scientific nature of planning.
(1) According to the spirit of opinions, immediately organize the work of "four investigations and four comparisons". The work of "four checks and four comparisons" is an important part of the preliminary work of planning revision and an important link to determine the basic data of planning. The Ministry of Land and Resources attaches great importance to this and its requirements are extremely strict. It is necessary to carefully organize, strengthen coordination, form a joint force, quickly arrange for the completion of this work, find out the total amount of new construction land during the planning period, and check it against the development goals set by the national economic and social development plan; Find out the number of idle land and inefficient land, and check it against the planning objectives of saving land and tapping potential; Find out the number of cultivated land and basic farmland, and check it against the planned protection objectives; Find out the quantity and disposal of illegal land, and check it against the disposal requirements of illegal land. It is necessary to analyze the results of investigation, inspection and comparison, and combine the changes of land use status as the basis for determining the basic data of planning and report it to the Ministry of Land and Resources for review.
(2) scientifically evaluate the implementation of the last round of planning. In accordance with the requirements of the opinions, objectively and deeply evaluate the implementation of the last round of overall land use planning, put forward measures and suggestions to solve the problems by cleaning up the outstanding problems and contradictions in the planning work, establish the principle of planning revision, and improve the planning standards and work measures.
(3) Research on major issues of land use. How to strengthen the protection of cultivated land and basic farmland and other six major issues for in-depth study. According to the requirements of accelerating the development of new industrialization in the autonomous region, it is necessary to conduct in-depth research on the major issues of land use in the autonomous region, such as the development and utilization of state-owned unused wasteland, the land use in development zones (parks), the present situation of oases, and the rational use of land. It is necessary to grasp the key points, study the development and utilization of land resources and ecological environment protection, cultivated land protection and returning farmland to forests, agricultural structure adjustment, the linkage between urbanization development and rural residential area reduction, the development of new industrialization and the development and utilization of wasteland resources in arid areas of Xinjiang, find a breakthrough to solve the problem, put forward measures to solve the problem, and lay a good foundation for planning revision.
(two) to carry out planning revision work according to law.
On the basis of the preliminary work results of the overall land use planning, it is connected with the outline of the national overall land use planning and adapted to the eleventh five-year plan for national economic and social development of the autonomous region. Compile the revised outline of the planning of the autonomous region, clarify the land use structure, layout and main control indicators of our region, and put forward the safeguard measures for the implementation of the planning. On the basis of the planning outline reviewed by the Ministry of Land and Resources, the text and explanation of the overall land use planning of the autonomous region shall be compiled, and the planning map shall be compiled. After full coordination and demonstration, the audit and approval work was completed. At the same time, in accordance with the "Planning Database Construction Standard" and "Planning Management Information System Construction Guide", we should make preparations for the establishment of planning database and planning management information system, and immediately organize forces to carry out the construction of planning database and planning management information system after the planning is completed and approved.
Three, actively and steadily promote the revision of the overall land use planning at the prefecture (city) and county (city) levels.
(1) carry out the pilot work of county (city) level planning revision. At the same time of planning revision at the level of autonomous region, according to the regional characteristics of our region, Shihezi City and Yining City were selected in northern Xinjiang, and Kashgar City was selected in southern Xinjiang for pilot projects, so as to explore the methods and ways of planning revision in our region, accumulate experience, and prepare technical supplementary provisions for the overall land use planning of Xinjiang Uygur Autonomous Region, laying a good foundation for the planning revision of other counties (cities).
(II) Classify and guide the revision of plans at the prefecture (city) and county (city) levels, give classified guidance and highlight characteristics according to the principle of adapting to local conditions, being scientific and practical, determine the depth of revision of plans according to the needs of economic and social development, strengthen the connection with superior plans, and fully reflect the operability of plans.
① Urumqi, Changji, Yili, Bayinguoleng, Aksu and Karamay, changji city, Miquan, Kuitun, Yining, Bole, Wusu, Tacheng, Hami, Turpan and Karamay, which have great demand for land, rapid economic development, and great intensity of land resources development and utilization. Urumqi county, Jimsar, Qitai, Manas, Hutubi, Yining, Huocheng, xinyuan county, Chabuchar, Jinghe, Shawan, Burqin, Shanshan, Yanqi, luntai county, Kuqa, bachu county, shache county, xinyuan county and Chabuchar. How to strengthen the protection of cultivated land and basic farmland and other six major land use issues should be studied in depth, especially in Urumqi and Changji, and the rational utilization and optimal allocation of regional land resources should be closely combined with the economic development process of the northern slope of Tianshan Mountain and the integrated development of Urumqi and Changji. On the premise of protecting cultivated land, especially basic farmland, we should solve the land use problems in the process of urbanization and industrialization, provide intensive and economical planning land protection, and provide a relaxed environment for national economic and social development.
(2) Hami, Turpan, Tacheng and Altay regions with large land demand, rapid economic development and prominent land use contradictions, Nilek, Gong Liu County, emin county, Hefeng, Fuhai, Habahe, Fuyun, bohu county, Jingjing, Heshuo, Yuli, Xinhe, Shaya, Awati, Baicheng, Wensu, Shufu, Shule, Zepu, etc.
(3) For the four prefecture-level planning of Suzhou, Hotan, Kashi and Bortala in Qizil, where the economic development is relatively slow and the contradiction of land use is not very prominent, Leim County, Zhaosu County, Tekes County, Wenquan County, Tori County, Yumin County, Qinghe County, Jimunai County, Bakun County, Yiwu County, Toksun County, Qiemo County, Ruoqiang County, Keping County and Qiemo County.
(4) The revision of the township (town) overall land use planning and the revision of the county (city) planning are carried out simultaneously. Do a good job in coordinating with the overall land use planning and urban and rural construction system planning at the higher level, implement the indicators of the planning at the higher level, rationally arrange the land layout, and reflect the operability of the planning.
Four, the implementation of safeguard measures to ensure the smooth progress of planning revision.
According to the requirements of the Opinions, the revision of the autonomous region planning and its preliminary work funds shall be arranged by the autonomous region finance. The funds for the revision of local plans at all levels and their preparatory work shall be arranged by local finance at all levels. Local governments at all levels should attach great importance to the revision of planning, ensure the working funds, provide necessary human, financial and material resources, and ensure the smooth progress of the revision of planning. People's governments at all levels should incorporate the revision of planning into the important agenda of the government, strengthen organizational leadership, and land and resources management departments should do a good job in specific organizational work under the leadership of the government. Carrying out the working principle of "government organization, expert leading, departmental cooperation, public participation and scientific decision-making", people's governments at all levels take the lead in setting up a working committee and an expert advisory group for the revision of the overall land use planning, which are responsible for the decision-making on major issues and provide strong organizational guarantee for the revision. In order to strengthen the management of the planning management team, the Ministry of Land and Resources will issue the Measures for the Management of Land Use Planning Institutions, and the autonomous region will also take corresponding measures to standardize the management of planning institutions. Strengthen personnel training, improve professional quality, strengthen exchanges and cooperation inside and outside the region, learn advanced experience, strengthen supervision and inspection, and improve planning level.

(2) Effectively protect basic farmland.
Premier Wen Jiabao pointed out: "When revising the overall land use planning, we should take land conservation and strict protection of cultivated land as the fundamental guiding principles, and resolutely prevent expanding the scale of construction land through revising the planning. This is a major event that affects the long-term interests of the people and should strengthen organizational leadership. Although the total cultivated land in our region has increased by 598,500 mu in the past eight years, during the same period, the adjustment of agricultural structure and returning farmland to forest (grass) occupied 4.449 million mu of cultivated land, and the construction occupied 334,500 mu, and the disaster loss decreased by 298,500 mu. The per capita cultivated land decreased from 3.54 mu in 1996 to 3.08 mu now. The task of farmland protection is still very serious. Planning revision must truly implement the basic farmland protection objectives. In violation of the provisions of returning farmland to forests, the slope of returning farmland is small and the farming conditions are good, and it must be protected according to cultivated land or basic farmland; If the cultivated land below 25 degrees is not included in the plan of returning farmland to forests approved by the state, it cannot be returned to farmland; The protection index of basic farmland cannot be reduced due to the adjustment of agricultural structure. Do not reduce the quantity and quality of basic farmland.
(3) It should be combined with the strategic goal of developing new chemical industry in the autonomous region.
The strategic concept of developing new chemical industry put forward by the Party Committee and People's Government of the autonomous region is the main content of economic construction in our region in the future. The determination of construction land index should be based on tapping the potential of existing construction land, and at the same time, it should adapt to the economic development form of autonomous region and fully develop and utilize superior resources. Our region is rich in wasteland resources, so we should use it as much as possible, study the industrial layout of the autonomous region, provide a reasonable land structure layout, and provide a good land environment for the development of new industrialization.
(four) to connect up and down, departmental coordination, highlighting the scientific planning.
Good connection and coordination is an important prerequisite to ensure the scientific and practical planning. First of all, we should do a good job in connection and coordination with the current planning, make full use of the results of planning implementation evaluation and major issues research, find out the connection point with the current planning, and thus grasp the starting point for solving problems. In particular, it is necessary to point out that the existing plan must be strictly implemented before the revision of the plan is completed. If it is indeed difficult, before the revision of the county (city) planning, the township planning can be partially adjusted according to the needs of local industrialization development and with the consent of the original planning examination and approval authority, and the land layout can be appropriately adjusted without reducing the indicators such as the amount of cultivated land and the protection area of basic farmland determined in the original planning. Secondly, it is necessary to do a good job in connection and coordination with the superior planning, fully embody the principle of top-down, and the control indicators issued by the superior planning cannot be broken at will. Only by implementing the policies and principles of land resources development and utilization determined by the superior planning can the macro-control function of the planning be fully reflected. Third, it is necessary to coordinate and connect with the Eleventh Five-Year Plan for the development and utilization of land resources, which is the overall arrangement for the development and utilization of land resources in the short term. The revision of the master plan should fully reflect the principles and objectives put forward in the Eleventh Five-Year Plan to ensure the smooth implementation of the plan. Fourth, it is necessary to strengthen coordination with relevant industry planning, especially to straighten out the relationship with urban planning. The overall land use planning is a programmatic document of land management and urban and rural construction, which is directly related to the healthy development of all walks of life. It is necessary to strengthen coordination and ensure that the land used by all walks of life is guaranteed under the premise of implementing the basic national policy of "rationally cherishing land and effectively protecting cultivated land".
Regarding the coordination between the overall land use planning and urban planning, the General Office of the State Council put forward six specific opinions, which clearly pointed out: if the overall land use planning has not been approved after revision, the approval of urban planning will be suspended; The Ministry of Land and Resources should pay close attention to the review and put forward opinions on the overall urban planning that has been reported at present, and the relevant departments should review and submit for approval in accordance with the prescribed procedures; Urban master plans that have expired or involve major national projects and need to be approved as soon as possible, but have not been approved after the revision of local master plans for land use, can be treated as individual cases, and the Ministry of Land and Resources will issue opinions on the scale of land use and submit them for approval according to the prescribed procedures. It is necessary to strengthen the coordination between the two departments and conscientiously do a good job in the connection between the overall urban planning and the overall land use planning.
(five) standardize the examination and approval procedures, grasp the progress, and ensure that the planning revision is carried out in an orderly manner.
Standardizing the planning approval procedure is an important link to ensure the scientific and operability of planning. After the meeting, all localities (prefectures, cities) and counties (cities) should immediately arrange for the preparation of planning revision, earnestly do a good job in the research of "four investigations and four comparisons" and major land use issues, and objectively evaluate the implementation of the last round of planning, especially the "four investigations and four comparisons" work, which is time-consuming and heavy. Land and resources management departments at all levels should attach great importance to it, organize forces and strengthen coordination. The research work of "four investigations and four comparisons" and major issues of land use should produce preliminary results at the beginning of 1 1, and form a work report, which can be used for planning revision after being considered by the working committee of the overall land use planning of the autonomous region. In order to reflect the working principle of combining the upper and lower levels, the outline of the overall land use planning of the autonomous region will be completed by the end of June 2006 according to the indicators issued by the Ministry, and will be reported to the revision working Committee of the overall land use planning of the autonomous region for review, so as to complete the preparation of the planning text in the first half of 2007.
It is necessary to strengthen the management of planning approval. According to the provisions of the Land and Land Management Law of People's Republic of China (PRC), the planning of prefectures (cities) and counties (cities) shall be reported to the people's government of the autonomous region for approval after being reviewed and approved by the working committee of the revision of the overall land use planning of the autonomous region. Urumqi, as the capital of the autonomous region, should be audited by the Ministry of Land and Resources and reported to the State Council for approval.
