(5) Evaluation and distribution office. Formulate and improve the performance appraisal system for the heads of state-owned enterprises, and conduct annual and term assessments for the heads of enterprises under supervision; Put forward the salary system and incentive measures for the heads of state-owned enterprises and organize their implementation; Put forward suggestions on the reform of the income distribution system of state-owned enterprises, and undertake the regulation of the overall level of wage distribution in the enterprises under supervision; According to the relevant regulations, standardize the job consumption and employee welfare protection of the person in charge of the supervised enterprise.

(6) Property Management Office. To study and put forward suggestions on improving the management of state-owned property rights, formulate rules, regulations and management measures such as the definition, registration, transfer, disposal and mediation of property rights disputes of state-owned assets, and organize their implementation; To undertake the examination, approval and filing of the assets evaluation projects of the supervised enterprises; Review the capital changes, equity transfer and bond issuance plans of the supervised enterprises; Supervise and standardize the transaction of state-owned property rights.

(7) Department of Enterprise Reform and Restructuring. To study and put forward policies and measures for the reform and reorganization of state-owned enterprises; Guide the construction of modern enterprise system of state-owned enterprises and improve the corporate governance structure; To consider the merger, shareholding system reform, listing and joint venture plans of the supervised enterprises and the establishment plans of state-owned asset management companies; To examine the articles of association of wholly state-owned companies and wholly state-owned enterprises and their revision plans; To guide the separation of main and auxiliary industries, the reorganization of auxiliary industries and the diversion of surplus personnel in the enterprises under supervision, and cooperate with relevant departments to do a good job in re-employment and resettlement of laid-off workers; Guide municipal state-owned enterprises to implement bankruptcy work according to law, and organize and coordinate the merger, division, dissolution, liquidation, bankruptcy closure and reorganization of enterprises in difficulty under supervision.

(9) Letters and Calls Office. (10) comprehensive coordination office. (12) Party building office. According to relevant regulations, responsible for the construction of grass-roots party organizations and the team building in party member.

(13) Publicity Office. According to the relevant regulations, be responsible for the ideological construction, spiritual civilization construction and propaganda work of enterprise parties related to SASAC Party Committee, and guide the ideological and political work and corporate culture construction of enterprises; Responsible for external publicity and news work.

(14) Office of retirees. Responsible for the management of retirees in enterprises related to SASAC party committees and organizations.
