In 20 12, the Provincial Department of Civil Affairs and the Department of Finance jointly issued the Notice on Implementing the Subsidy Policy for Sea Burial of Ashes in the whole province (Liaominfa [2065438+02] No.9), which was the first in the country to introduce the policy of free sea burial, and designated five areas for sea burial of ashes (Dalian, Dandong, Jinzhou, Yingkou and Huludao). In 20 16, the relevant departments of the United province issued the Implementation Opinions on Promoting Land-saving Ecological Burial (Liao Minfa [2065438+06] No.54). "From 20 17 to 1, 8 mainland cities (Shenyang, Anshan, Fushun) and 6 coastal cities (Dalian, Dandong, Jinzhou, Yingkou, Panjin and Huludao), the subsidy standard for each ashes at sea is raised to 1.200 yuan, and the provincial and municipal finances bear 50% of the raised standard. In order to further deepen the funeral reform, carry out land-saving ecological burial, give play to the incentive role of reward and compensation policies, and improve the quantity and service level of ashes burial at sea, our province plans to raise the subsidy standard for ashes burial at sea throughout the province.
Second, the tender standards and implementation time
It is planned to raise the subsidy standard for each ashes in nine inland areas such as Shenyang, Anshan, Fushun, Benxi, Fuxin, Liaoyang, Tieling, Chaoyang and Shenfu Demonstration Zone from 1.600 yuan to 2000 yuan, and in six coastal areas such as Dalian, Dandong, Jinzhou, Yingkou, Panjin and Huludao from 1.200 yuan to 6544 yuan. On the basis of this standard, cities and Shenfu demonstration area can further improve the local sea burial subsidy standard according to local conditions. The new standard is planned to be implemented from 1 in 2022.
Three. Matters needing explanation
In addition to ensuring the provision of free sea burial services, provinces and cities can directly reward sea burial families, and the specific standards are determined by municipalities. River burial, river burial, ashes scattering and other burial methods can be implemented with reference to the sea burial policy. To improve the standard part, the provincial and municipal finances each bear 50% of the proportion.
