During the Southern Song Dynasty (1165-1173), Qiongzhou Maritime Branch was established in Hainan in the Song Dynasty, which was affiliated to Guangzhou Maritime Department. This is the prototype of Joan Customs; In the 24th year of Qing Emperor Kangxi (1685), the Qing government abolished the shipping company system and established four customs offices in Jiangsu, Zhejiang, Shanghai, Fujian and Guangdong. Guangdong Customs has seven general ports under its jurisdiction, and Haikou General Port is one of them.
1934, Qionghaiguan purchased 5,227.76 square meters of land for 353 19.37 yuan, and started construction of the building at the current site. 1937, Joan Customs Building was completed and put into use.
The former site of Qiong Customs was a landmark building in Haikou at that time, which witnessed the vicissitudes of Haikou Customs development and reflected the humiliating history of Hainan's semi-feudal and semi-colonial maritime economic and trade development. At the same time, it is also a witness that the western powers invaded China and plundered China's resources.
