2. 3. Responsibilities of the Human Resources Service Center:
(1) publicize and implement the national employment and reemployment policy, and earnestly implement the employment and reemployment policy.
(2) Fully grasp the urban unemployed, laid-off workers, rural labor and other human resources within the jurisdiction, grasp the employment needs of enterprises and institutions, and establish a basic information base.
(3) Coordinate and guide the regional human resources sub-markets, and make good employment and re-employment policies.
(four) responsible for career development, career introduction statistics and supply and demand analysis, providing career guidance, employment guidance, job registration and employment recommendation and other career introduction services.
(5) Responsible for the development of public welfare posts and combined small secured loan projects and the declaration of post subsidies and social security subsidies.
(6) Responsible for the development, collection and evaluation of entrepreneurial projects. Establish a resource library of entrepreneurial projects and a file library of entrepreneurial willing personnel; Guide the establishment of public welfare community entrepreneurial entities; Provide entrepreneurial guidance services for all kinds of personnel.
(7) Organize all kinds of training, and do a good job in labor export and work order training. Strengthen the pertinence and applicability of training, pay attention to the effective combination of training and employment and reemployment, and establish and improve the interactive mechanism of training, employment and reemployment.
(8) Carry out labor exchange and provide employment policy consultation. Take experience exchange meetings, trade fairs and other forms of publicity to provide entrepreneurs with entrepreneurial experience exchange.

Article 45 Unemployed persons who meet the following conditions shall receive unemployment insurance benefits from the unemployment insurance fund: (1) Before unemployment, the employer and himself have paid unemployment insurance premiums for one year; (two) the employment is not interrupted because of my will; (three) registered unemployed and have job requirements.

Article 47 The standard of unemployment insurance benefits shall be determined by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government, and shall not be lower than the minimum living standard for urban residents.
