Chapter I General Provisions Article 1 In order to standardize project cost activities, ensure project quality and safety, safeguard the legitimate rights and interests of all parties involved in project construction, and promote the healthy development of the construction market, these measures are formulated in accordance with the provisions of the Construction Law of People's Republic of China (PRC), the Building Regulations of Hebei Province and other relevant laws and regulations, combined with the actual situation of this province. The cost management of transportation, water conservancy and other projects shall be implemented in accordance with relevant laws, regulations and state regulations.

The term "construction projects" as mentioned in these Measures refers to all kinds of housing construction and municipal infrastructure as well as supporting lines, pipelines and equipment installation projects.

The term "construction project cost" as mentioned in these Measures refers to the costs incurred in the construction activities from the preliminary preparation to the completion and acceptance of the construction project, including construction and installation costs, equipment purchase costs, other construction costs, preparation costs and expenses that should be included in accordance with the provisions of the state and this province. Article 3 Engaged in construction project cost activities shall follow the principles of fairness, legality, honesty and credibility, and shall not harm the national interests, social public interests and the legitimate rights and interests of others. Article 4 The people's governments of provinces, cities divided into districts and counties (cities) shall establish a construction project cost management system, improve the supervision and management mechanism, and urge relevant departments to do a good job in construction project cost management according to law. Fifth provinces, districts, cities and counties (cities) people's government housing and urban construction departments responsible for the supervision and management of construction project cost activities within their respective administrative areas, the specific work can be entrusted to its subordinate project cost management agencies.

The development and reform, finance and auditing departments of the people's governments of provinces, cities and counties (cities) divided into districts shall be responsible for the supervision and management of related construction project cost activities according to their respective responsibilities. Chapter II Basis of Project Cost Valuation Article 6 Construction project cost valuation refers to the activities of determining and controlling construction project cost, which mainly includes the following contents:

(a) to prepare and review the investment estimate, design estimate, construction drawing budget, bill of quantities, maximum bid price limit, pre-tender estimate, tender offer, project settlement and final accounts;

(2) Agreement and adjustment of the contract price;

(three) engineering measurement, project price payment;

(four) project cost claims and visa change pricing;

(5) Project cost evaluation and dispute settlement. Article 7 The valuation basis of construction project cost refers to the standard used for reasonably determining and effectively controlling the construction project cost, which mainly includes the following contents:

(1) Investment estimation index, budgetary estimate index, budgetary estimate quota and its pre-tender estimate;

(two) budget quota or consumption quota and its base price;

(three) cost quota, time limit for a project quota, labor quota;

(four) the norms and procedures for the valuation of the bill of quantities;

(5) norms, rules and valuation methods of engineering quantity calculation;

(six) the price of labor, materials, equipment and construction machinery;

(seven) other valuation basis stipulated by the state and province.

Investment estimation index, budgetary estimate index and budgetary estimate quota shall be compiled and published by the competent department of housing and urban and rural construction of the provincial people's government in conjunction with the development and reform department of the provincial people's government; Other valuation basis is compiled and published by the competent department of housing and urban construction of the provincial people's government. Article 8 The compilation basis of construction project cost valuation shall be based on laws, regulations, rules and engineering construction standards, and be adapted to the development level of economy, society and engineering technology and market conditions.

The compilation of the basis for the valuation of construction project cost shall adopt demonstration meetings, symposiums or other means to solicit and listen to the opinions of all parties and relevant experts in the project construction. Article 9 The competent department of housing and urban-rural construction of the people's government of a province or a city divided into districts shall timely collect and sort out information such as labor, materials, equipment, construction machinery prices, project cost index, price change trend, etc. , and regularly released to the public.

The competent department of housing and urban construction of the people's governments of provinces and districts shall establish a database of construction project cost information and update the project cost information in a timely manner. The project cost software sold by the software development unit shall comply with the relevant provisions of the state and this province, and shall be reviewed by relevant experts. Chapter III Determination of Project Cost Article 11 The construction unit, the construction unit and the project cost consulting enterprise entrusted by it shall, in accordance with the relevant provisions of the state and this province, prepare the construction project cost valuation documents such as investment estimate, design estimate, construction drawing budget, project settlement and final accounts at different stages of project construction.

The compilation of construction project cost valuation documents should be based on engineering conditions, design documents, valuation basis and related materials, and take into account factors such as market price, interest rate and exchange rate changes during construction. Twelfth the use of state-owned capital investment or state financing of construction projects, the approved investment estimates and design estimates are the main basis for controlling the project cost, and shall not be arbitrarily broken; If it is really necessary to adjust and exceed the proportion or amount stipulated by the state and this province, it shall be approved by the original examination and approval department, and strengthen the examination and supervision. Thirteenth the use of state-owned capital investment or state financing of construction projects, should adopt the bill of quantities valuation, and set up and publish the highest bid price limit at the time of bidding.

Construction projects other than those specified in the preceding paragraph are encouraged to be priced by bill of quantities, and the highest bid price limit or pre-tender price can be set and released when bidding.

The highest bid price limit and its achievement documents shall be submitted by the tenderer to the competent department of housing and urban-rural construction of the local people's government for the record.
