1May, 1993, the system reform of Quhua Company was advancing rapidly, and the declaration of professional titles was also proceeding in an orderly manner. In April, I was lucky enough to be hired as a senior engineer by a low vocational high school. In June, Quzhou Chemical Company was renamed as "Juhua Group Company". Since May, the company began a new round of job title declaration, and I applied for the post qualification of senior engineer. After the five-level review organized by Juhua Company and Zhejiang Provincial Engineering and Technical Personnel High Committee,1October 6, 165438+ I passed the review of "Zhejiang Petrochemical Engineering and Technical Personnel Senior Engineer Qualification Review Committee" organized by Zhejiang Provincial Personnel Department, and obtained the professional and technical qualification of computer technology senior engineer. This year, 36 people in our company obtained the professional and technical qualifications of senior engineers, and I was the first student to graduate with a senior title. After 12 years of hard work and study in Quhua, I finally achieved good results.
This year, there are three senior engineers in computer technology among 19 people in our computing center.
What bothers me most is the plan to run an entity in our computer center. At that time, my institutional vision for the entity company was to set up five departments. Technology department, consisting of five technicians who are good at software development; The product development department is composed of three technicians, who are good at developing single chip microcomputer technology and learning more electronic technology courses; The business department consists of three people, including 1 technicians who are good at communication and 2 service personnel; Computerized department, consisting of three technicians who specialize in developing computerized financial management system; The training department is composed of 1 senior engineers and 1 service personnel, and also employs 1 retired accountants to manage finance. This personnel arrangement plan was discussed by Deputy Director Mao and reported to the department head. However, the business strategy and policies of the entity company and the plan of the start-up expenses required by Juhua Group Company have all been written, and I feel dissatisfied and have not handed them in.
On June 30th, the Ministry of Planning and Development further clarified that it was necessary to complete the post responsibilities, professional responsibility system and professional management system of each department before July 30th, put forward the office space and requirements of each department according to the establishment and quota, and complete the cleaning and registration of personnel and property of each department.
In July 1993 and 1, I drafted seven management responsibilities of the computing center.
1. The computer center undertakes the specific work and long-term planning of the company's computer application development and personnel training, and puts forward constructive suggestions on the transformation of the existing production process control system according to the needs of the company's production and operation development for the leadership to make decisions.
2. Be responsible for managing and approving the opening reports of new products and technologies of electronic technology, computer technology and automatic control technology reported by all units of the company, putting forward the economic and technical feasibility and cost budget of the project for leaders to make decisions, conducting research and organizing experts to demonstrate when necessary.
3. Develop or organize the introduction of scalable computer applications and automation control projects with significant economic benefits, and implement them in relevant units of the company.
4. Responsible for organizing the review of electronic technology, computer application technology, automation control technology and other related scientific research achievements and software projects, and organizing expert appraisal.
5. On behalf of the company, be responsible for business contact with the Ministry of Chemical Industry, Zhejiang Provincial Department of Chemical Industry, Quzhou City and other related superior departments, exchange information, and complete all kinds of statistical summary and reporting.
6. Be responsible for drafting and formulating management rules and regulations and examination and acceptance procedures in related fields such as electronic technology, computer technology and automatic control technology within the company, and put forward constructive suggestions to the competent leaders.
7. Be responsible for consulting services and guidance of the company's electronic technology, computer application technology and automation control technology, academic and technical exchanges and lectures, and technical personnel training.
The organizational reform of the company has brought some ideological fluctuations to the employees of our computing center, which will affect the progress of the projects we are developing from time to time. In addition, the finance department came to our computing center for review twice in a row, and everyone complained, which also affected the work enthusiasm.
On July 2nd, director Gong encouraged me to work hard and gave me two pieces of advice. First, according to the spirit of the documents recently issued by the company and the practice of the brother office, we should find out the countermeasures and work out the plan required by the entity as soon as possible. Second, the company's finance department should ask the director about auditing the accounts or letting the computing center pay the money. In addition, he told me that the details of the computing center have been reported to Han Chungen, the general manager of the company. I hope I can tell the comrades in the computer center not to affect their work. The concern and support of leaders is the greatest trust and support for my work.
On July 2nd, the Planning Department sent the document "On the Establishment of Production Information Network of Large Chemical Enterprises in China" instructed by Deputy General Manager Li, requesting our company's computing center to purchase a computer communication controller and install a direct dial program-controlled telephone. On the 4th of every month, the company's supply and marketing department, finance department and planning department report the company's supply and marketing, finance and production data to the Planning Department of the Planning Department, and report them as required. The computer center is responsible for system maintenance and software development. This is a work related to the confidentiality of national production information, and it is of great responsibility. I am responsible for the completion and maintenance of this work, and the workload is getting bigger and bigger.
It is really difficult to write a plan that can satisfy the leaders and conform to the reality of our computing center. What I can do is to study first, collect information, study literature and find experience. It's easier said than written. During this period, I extracted the main essence of experience, policies and documents I could find into my notebook. For example, Professor Li Zhiyuan of University of Electronic Science and Technology of China published 1993 in China Computer News on June 9, and I extracted 15 articles, in which personal creative work in software product development must be disciplined and organized; Software development is a kind of creative labor, which requires dedicated employees; The biggest asset of a professional software company is information composed of high-quality talents. I also studied some documents, such as Provisions of Zhejiang Provincial People's Government on Several Policies for Scientific Research Institutions and Scientific and Technical Personnel, Measures for Estimating Software Development Costs, and Notice of Quhua Company on Issuing Supplementary Provisions on Several Economic Policies of Quzhou Chemical Company. I really "racked my brains" to write a good "computer center entity plan and needed policy" for the company.
Through studying and thinking, I have a new understanding of the establishment, operation and management of a company that develops computer software, and have established my confidence in going to the market and developing myself.
In mid-July, I completed the report "Planning and Need Policies for Computer Center Entities", submitted it to the Planning and Development Department for discussion, and submitted it to the Company's Institutional Reform Office after revision.
1993 participated in the review meeting of the professional group of automation instrument and computer of the company's professional title review committee on July 6th, and reviewed the professional and technical personnel who participated in the promotion of the titles of engineers and senior engineers. This is the third year that I have participated in the job evaluation committee of the company, and this work has been going on for more than 10 years.
