Legal basis: Notice on Printing and Distributing Opinions on Promoting the Sustainable, Healthy and Standardized Development of Social Medical Services.
First, increase the government's support for social medical services.
(1) Expand social medical space. Implement the planning requirements of the medical service system during the "Thirteenth Five-Year Plan" period, strictly control the number and scale of public hospitals, and leave enough room for social development. When adding or adjusting medical and health resources, all localities should first consider social forces to set up or operate relevant medical institutions. For non-profit medical institutions organized by social forces in areas with weak medical resources and areas with shortage of specialties such as rehabilitation, nursing and mental health, the local government can provide the same venues or rent subsidies as public medical institutions. Standardize and guide social forces to set up rehabilitation medical centers, nursing centers, health examination centers, eye hospitals, women's and children's hospitals and other medical institutions, independently set up medical examination, pathological diagnosis centers, medical imaging centers, hemodialysis centers and other medical institutions, strengthen standardized management and quality control, and improve the level of homogenization. (National Development and Reform Commission, Ministry of Finance, National Health and Wellness Commission and other departments are responsible for the implementation)
(2) Expand land supply. When arranging the annual supply plan of state-owned construction land, if the local medical facilities are insufficient, it is necessary to implement and give priority to ensuring medical and health land in the land supply plan. Social forces can obtain the right to use medical and health land through government allocation, agreement transfer and lease. If there is only one intended land user within a reasonable period of public disclosure of the transfer information, it can be supplied by agreement according to law. With the consent of all legal owners of land and houses and other property owners, the transitional policy can be applied to the renovation of idle commercial, office, industrial and other houses to set up medical institutions, and the land will continue to be used according to the original purpose and right type within five years, except that the original paid land use contract or allocation decision stipulates that the land use right shall not be changed or recovered by the government. (3) Promoting the government to purchase services. Innovate the way the government provides public health services and further increase the government's efforts to purchase services. All localities should formulate measures for the implementation of government procurement of medical and health services before the end of 20 19, and clarify the subject, content, methods, procedures, supervision and management of purchasing services. In accordance with the principle of fair competition and merit-based admission, we will support the purchase of services from social primary medical institutions, provide family doctor contracts and related public health services for community residents, and provide services such as old-age care, family beds, and on-site diagnosis and treatment to facilitate residents. (The National Health and Wellness Commission, the Ministry of Finance and other departments shall be responsible for the implementation together with the local government)
(4) Implementing preferential tax policies. For-profit social medical institutions, including clinics and other small medical institutions, can enjoy preferential tax policies for small and micro enterprises according to regulations. Social medical institutions can apply for the recognition of high-tech enterprises in accordance with regulations and enjoy corresponding tax incentives. (Ministry of Science and Technology, Ministry of Finance, State Administration of Taxation and other departments are responsible for the implementation)
Two, promote the "decentralization, strengthen supervision, improve services", simplify access approval services.
(5) Improve the efficiency of access approval. All localities should, in accordance with the requirements of the CPC Central Committee and the State Council to deepen the reform of "simplifying administration and decentralization, strengthening supervision and improving services", before the end of 20 19, introduce measures for the implementation of cross-departmental linkage examination and approval of optimizing social services in provinces, cities and counties, clarify the working mechanism of cross-departmental medical institutions to set up the first acceptance window for application examination and approval, and clarify the time limit requirements of each examination and approval link. Strengthen the use of information technology, promote the linkage of departmental examination and approval information, and reduce the burden on administrative counterparts. Medical institutions with less than 20 beds or less environmental impact and no need for environmental impact assessment can implement environmental impact registration form for record management. Before the end of June 2020, all provinces (autonomous regions and municipalities) should introduce relevant supporting policies to simplify the fire protection design review and acceptance of facilities of different types of medical institutions.
