Article 8 The General Administration of Market Supervision shall be responsible for organizing and implementing the qualification certification of inspection and testing institutions established by relevant departments and relevant industry authorities in the State Council according to law; The qualification certification of other inspection and testing institutions shall be organized and implemented by the provincial market supervision and management departments in their administrative regions.
Article 9 An inspection and testing institution applying for accreditation shall meet the following conditions:
(a) a legal person or other organization established according to law and able to bear corresponding legal responsibilities;
(2) Having inspection and testing technicians and management personnel suitable for their inspection and testing activities;
(3) It has a fixed workplace and the working environment meets the inspection and testing requirements;
