Julu County (Julu County) and Qin Jun County (now south-central Hebei Province and northwest Shandong Province) were named after the Great Lu Ze (Giant Lu Ze). Julu County was established in Qin Dynasty as Julu County, located in Pingxiang (southwest of Pingxiang County, Xingtai City), which was used from Han Dynasty to Northern Wei Dynasty. Since the Han Dynasty, it has been reduced to the north of Pingxiang and Jinxian County in Hebei Province. Julu County in Tang Dynasty was xing zhou (now Xingtai City).
The Qin dynasty implemented the county system, and the world was divided into 36 counties. Julu County is located in the south of Baiyangdian and Wen 'anwa in Hebei Province, west of the South Canal, east of Lai, Ning and Ren counties, north of Jize in Weixian and Handan City, between Dezhou and Gaotang in Shandong Province and Guantao in Hebei Province.

Julu County was a city during the Warring States Period. Qin set up Julu County, set up Julu County again, and ruled the county in Pingxiang County. According to the Records of the Great Unity and the Qing Dynasty, the site of Julu County is located in Pingxiang Village, Pingxiang County. The Dictionary of Ancient and Modern Place Names in China also states that Julu County is located in Pingxiang Village, Pingxiang County. However, according to the geographical records in Old Tang Book, Julu County is located in the area of Shiliba Xinzhuang, north (right) of Pingxiang Village. According to the unified records of the Qing Dynasty, a large number of bricks and tiles were found three meters underground in Pingxiang Village, Pingxiang County, which were identified as relics of the Qin and Han Dynasties. According to the position recorded in the old Tang book, it is now flat; No sites or remains were found. The authenticity of these two websites remains to be verified.
Julu county is an important military place in ancient times. The famous Battle of the Giant Deer happened here. In 208 BC, Xiang Yu and Qin general Zhang Han confronted each other in Julu. After crossing the Zhanghe River, Xiang Yu ordered the soldiers to sink the ship and break the pot. Bring food for three days, which means fighting to the death with Zhang Han. As a result, Xiang Yu was defeated, and Qin Jun's main force was wiped out, and "Ten shallow words, cross the rubicon" came from this.
2. County-level governance reform
The Qin Dynasty unified the world and established Julu County, located in Pingxiang County, Xingtai City. Emperor Xuanzong of the Tang Dynasty changed xing zhou to Julu County and Longgang County (Xingtai County, Xingtai City). In addition, during the Northern and Southern Dynasties, the county governance changed between Taotao County and Yao Yao County, namely Julu County and Ningjin County. Julu County was founded in the Qin Dynasty and abolished in the late Tang Dynasty. In a thousand years, although several counties have been changed, they are all within the scope of Xingtai City today. Although there are also large and small areas under its jurisdiction, it is mainly the area under the jurisdiction of Xingtai City today. Therefore, Julu is also a historical nickname of Xingtai City, which was widely accepted in Sui and Tang Dynasties.
