In order to deepen the openness of government affairs, strengthen the work of government affairs services, further improve the level of government affairs services, and provide high-quality public services for enterprises and the people, Hainan Province began to build a provincial government affairs service center in July 2006, and the Hainan Provincial Government Affairs Service Center was officially put into operation on July 1 2008.
In order to further strengthen the standardized management of this bidding network, combined with the work situation of construction enterprises in this area, the rules and regulations of relevant departments have been formulated, in which the management of administrative examination and approval has been stipulated accordingly. The main contents include: general principles, management of administrative examination and approval items, provisions on handling administrative examination and approval items, and accountability of administrative examination and approval. , in which the administrative examination and approval project management regulations are as follows:
Fifth provincial departments of citizens, legal persons and other social organizations to implement the administrative licensing items, administrative examination and approval items and related fees, must all enter the center for processing. The administrative examination and approval items that have entered the central hall for centralized handling shall not be adjusted or changed at will without the consent of the provincial government.
Article 6 The implementation of administrative examination and approval shall be in accordance with the relevant laws, regulations, rules or state regulations, so as to make the subject legal, the content legal and the procedure legal. For the administrative examination and approval items that have been cancelled, adjusted or decentralized, the administrative organ shall not continue to examine and approve them or in disguised form. And report the cleaning, cancellation, adjustment and decentralization to the center for the record.
Article 7 All units stationed in the center shall accept and handle the examination and approval items in the central hall according to the requirements that the administrative examination and approval items are relatively concentrated in the administrative examination and approval organ, the administrative examination and approval authority is relatively concentrated in the person in charge of the administrative examination and approval organ, and the administrative examination and approval organ is relatively concentrated in the government service place.
Article 8 The Center shall implement dynamic catalogue management for administrative examination and approval items. Except for matters involving state secrets, commercial secrets and personal privacy, all matters involving administrative examination and approval shall be reported to the center for inclusion in the catalogue. Matters that need to be adjusted or changed shall be reported to the center in a timely manner.
Article 9 Except for state secrets, commercial secrets or personal privacy, the examination and approval authorities shall disclose the legal basis, conditions, procedures, time limit, charging standards and required materials to the public in various ways.
