Article 3 Computer information system integration qualification refers to the comprehensive ability to engage in computer information system integration, including technical level, management level, service level, quality assurance ability, technical equipment, system construction quality, personnel composition and quality, operating performance, asset status and other factors.
Article 4 All units engaged in computer information system integration business must pass the qualification certification and obtain the Computer Information System Integration Qualification Certificate (hereinafter referred to as the qualification certificate).
Article 5 Units that need to build computer information systems shall choose computer information system integration units with corresponding qualification certificates to build computer information systems. Article 6 The Ministry of Information Industry is responsible for the management of qualification certification of computer information system integration, including the designation and management of qualification certification institutions, the issuance of management methods and standards, and the examination and approval and issuance of qualification certification results.
Article 7 The Ministry of Information Industry shall set up a management committee for computer information system integration qualification certification (hereinafter referred to as the management committee for qualification certification), which shall be fully responsible for the coordination and management of qualification certification. The qualification certification management committee consists of: the computer information system integration qualification certification expert committee (hereinafter referred to as the qualification certification expert committee), which provides technical advice and participates in qualification evaluation; Computer information system integration qualification certification office (hereinafter referred to as the qualification certification office) is the daily office of qualification certification, responsible for the specific organization and implementation of qualification certification.
Article 8 The Computer Information System Integration Qualification Certification Office of the Ministry of Information Industry is temporarily located in China Software Evaluation Center.
Article 9 Personnel engaged in qualification certification shall have the ability of their own jobs and adhere to the principles of fairness, science and seeking truth from facts. Level 1: It has the ability to independently undertake the construction of various computer information systems in national, provincial (ministerial), industrial, prefectural (city) (and below), large, medium and small enterprises.
Level 2: It has the ability to independently undertake the construction of computer information systems in provinces (ministries), industries, prefectures (cities) (and below), large, medium and small enterprises or jointly undertake the construction of national computer information systems.
Level 3: Have the ability to independently undertake the construction of computer information systems for small and medium-sized enterprises or jointly undertake the construction of computer information systems for large enterprises (or with considerable scale).
Level 4: Have the ability to independently undertake the computer information system construction of small enterprises or jointly undertake the computer information system construction of medium-sized enterprises (or a considerable scale). Article 12 An entity applying for qualification certification shall meet the following conditions:
(1) Having the qualification of an independent legal person.
(two) independently or cooperatively engaged in computer information system integration business for more than two years (including two years).
(three) have the ability to engage in computer information system integration, and have completed more than three (including three) computer information system integration projects.
(4) Having full-time personnel and an organizational management system capable of integrating computer information systems.
(five) has a fixed workplace and advanced information system development and integration equipment environment.
Thirteenth units applying for qualification certification can determine the qualification level of the application according to the "Qualification Level Standard for Computer Information System Integration" (issued separately).
Article 14 An entity applying for qualification certification shall truthfully fill in and provide the following materials:

(two) "computer information system integration qualification registration form"
Fifteenth units applying for first-and second-class qualifications will submit the application materials to the Ministry of qualification certification office, and the qualification examination will be carried out according to the following procedures:
(1) After the qualification certification office has passed the examination of the applicant's application materials, it will organize an investigation team to conduct on-site audit of his qualifications and investigate the typical computer information system integration projects he has completed.
(two) the qualification certification office according to the applicant's qualification investigation report and the typical project investigation report of computer information system integration, organize experts to evaluate, and put forward evaluation opinions.
Article 16 Units applying for Grade III and IV qualifications shall submit the application materials to the competent departments of information industry in all provinces (cities, autonomous regions), and the qualification certification institutions affiliated to the competent departments of information industry in all provinces (cities, autonomous regions) shall organize the qualification evaluation, and report the evaluation results to the qualification certification office of the Ministry.
Seventeenth qualification certification office will report the qualification evaluation results to the Ministry of information industry for approval, and then issue a "qualification certificate". Qualification certificates are divided into originals and duplicates, which have the same legal effect. Eighteenth qualification supervision and management refers to the supervision and inspection of the qualification maintenance and qualification change management of the certified units.
Nineteenth "qualification certificate" is valid for four years. The certified unit shall conduct a self-inspection once a year and report the results of the self-inspection to the qualification certification office for the record; The qualification certification office conducts an annual inspection of the certified units every two years, and conducts a replacement inspection and necessary non-routine supervision and inspection every four years.
Twentieth replacement inspection work according to the following procedures:
(1) The unit applying for renewal of the certificate shall submit the Application Form for Renewal of the Qualification Certificate for Computer Information System Integration, a copy of the Qualification Certificate for Computer Information System Integration, the Business License of Enterprise as a Legal Person, the completion of the information system integration project and the operation of assets in the last four years, and the changes of various management and engineering and technical personnel to the qualification certification office within the specified time.
(two) the qualification certification office shall make an inspection conclusion on its qualification according to the data review and the results of supervision and inspection within the validity period, and record it in the inspection record column of the Qualification Certificate (copy).
Twenty-first annual inspection work according to the following procedures:
(1) The certified unit shall submit the qualification certificate (copy) and the annual checklist of computer information system integration qualification to the qualification certification office. The contents of the checklist must be true and reliable. If there is any quality accident or user complaint, it must be reported to the qualification certification office in time.
(two) the qualification certification office shall conduct annual inspection of the qualifications of the certified units, and affix the annual inspection certificate (copy) to those who pass the annual inspection.
Twenty-second inspection conclusions are divided into three types: qualified, degraded and revoked. Issue a new qualification certificate (original) to the unit whose inspection conclusion is qualified or degraded; For the unit whose inspection conclusion is cancelled, its qualification certificate will be withdrawn.
Twenty-third units that fail to apply for replacement inspection on time or refuse to accept supervision and inspection shall be deemed to have voluntarily waived their qualifications and cancelled their qualification certificates.
Twenty-fourth units applying for qualification upgrading shall apply to the qualification certification office and handle it in accordance with Chapter IV of these Measures.
Twenty-fifth after the division and merger of the certified units, the original "qualification certificate" should be submitted to the qualification certification office for re-examination.
Twenty-sixth certified units change their names, addresses, legal persons, technical leaders, etc. , should report the change to the qualification certification office within one month after the change, and the qualification certification office will decide whether to re-examine its qualification according to the actual situation. Article 27 If the main construction unit of computer information system fails to select the information system integration unit with the corresponding level of "Qualification Certificate" as required, the relevant departments will hold the main construction unit and the information system contractor accountable.
Article 28 If an applicant falsely reports his qualifications or relevant materials by cheating, bribery or other improper means when applying for qualification certification or qualification supervision and inspection, the qualification certification office shall re-verify his qualifications in strict accordance with the qualification grade standards. If the circumstances are serious, he may be punished by stopping using the qualification certificate for three to six months, demoting or even revoking the qualification certificate.
Twenty-ninth certified units must correctly understand and publicize the computer information system integration qualification certification system, and correctly use the "qualification certificate". Alter, forge, lend, transfer or sell the qualification certificate, give a warning, stop using or revoke the qualification certificate; If the circumstances are serious enough to constitute a crime, the relevant departments shall investigate its legal responsibility.
Thirtieth all institutions and personnel engaged in qualification certification must adhere to the principle of fairness and science in the certification process. Serious dereliction of duty, bribery or infringement of the legitimate rights and interests of enterprises, shall be given administrative sanctions by the unit; If the circumstances are serious enough to constitute a crime, the relevant departments shall investigate its legal responsibility. Thirty-first computer information system integration qualification certification and supervision and inspection results shall be published. The qualification certification office announces the results of qualification certification and supervision and inspection to the public through the designated media.
Article 32 If a certified unit loses its qualification certificate, it must declare it invalid through the media designated by the qualification certification office before applying for a replacement.

Thirty-fourth for special industries (such as national defense and public security, etc.). ), according to the provisions of the corresponding industry.
