The main responsibilities of Puning Municipal Finance Bureau:
(a) the implementation of national and provincial policies, laws and regulations on finance, taxation and state-owned assets supervision and management; To formulate normative documents on finance, taxation, government procurement, state-owned assets, non-operating state-owned assets, local state-owned financial assets management, asset evaluation, financial accounting, government debt management, etc.
(2) Formulating financial development strategies and medium-and long-term financial planning, participating in analyzing and forecasting the macroeconomic situation, participating in formulating various macroeconomic policies, putting forward suggestions on implementing macro-control by using fiscal and taxation policies, comprehensively balancing social financial resources, promoting equalization of basic public services and planning of major functional areas, and implementing the distribution policies of the central, provincial, local, state and enterprises.
(three) to assume the responsibility of municipal financial revenue and expenditure management. Responsible for the preparation of the annual municipal budget and final accounts draft and organize their implementation; Entrusted by the Municipal People's Government, report the municipal and municipal budgets and their implementation to the Municipal People's Congress, and report the final accounts to the Standing Committee of the Municipal People's Congress; Formulate the expenditure standards and quotas of administrative institutions, examine and approve the annual budgets and final accounts of departments (units) at the corresponding level, improve the transfer payment system, formulate the financial management system of towns (streets) and organize the implementation.
(four) to formulate the budget revenue plan, and to manage and supervise the various fiscal revenues; Responsible for organizing the collection and management of agricultural tax, agricultural specialty tax, cultivated land occupation tax and deed tax; Formulate rural financial system, strengthen and guide the financial management of rural collective economic organizations.
(five) responsible for the management of non tax revenue and various government funds. Manage and supervise lottery issuance and lottery market, and manage lottery funds according to regulations; Manage government debt and government sovereign foreign debt business to prevent financial risks; Managing financial bills and managing non-trade foreign exchange of administrative institutions, institutions and social organizations within the financial budget; Supervise the use of housing provident fund by employers and participate in the supervision of housing security and housing provident fund.
(VI) To organize the formulation of the city's treasury management system, centralized treasury collection and payment system and general budget accounting system, be responsible for the municipal financial fund scheduling and accounting of the general budget, formulate the municipal government procurement system and supervise and manage it, and supervise the accounting work of municipal administrative institutions.
(seven) responsible for the development of state-owned assets management system. Responsible for the supervision of state-owned assets at the corresponding level; Organize the formulation of state-owned capital operating budget system for administrative institutions, be responsible for the preparation, implementation and supervision of municipal state-owned capital operating budget, and be responsible for the management of state-owned assets of municipal financial enterprises; Organize statistical analysis and evaluation of final accounts and public resources of enterprises, administrative institutions, etc.
