The whole regiment has more than 30,000 troops.

In particular, Song Ziwen strongly supported Sun Liren (Tsinghua University, a graduate of Virginia Military Academy and a former head of the Fourth Regiment) to give full play to his military talents and do everything possible to train troops. General Sun combined the traditional education in China with the educational model of American military academy, and formulated a training system and method suitable for his own troops, forming a set of training rules different from those of other troops of the National Army, which was known as the "Sun Shi Code". Subordinate units carry out strict training in accordance with the Sun Shi Code, and the officers and men have relatively high cultural level, discipline and technical level, and even have special anti-smuggling techniques.

The weapons and equipment of the Tax Police Corps are all purchased by the Ministry of Finance itself, and the degree of sophistication is not comparable to that of ordinary troops. Learn from the strengths of European and American military powers. At first, we mainly bought American weapons, equipped with Olkin anti-aircraft artillery and Vexcor amphibious vehicles. Rifles are mainly German-made 1924 standard Mao Se series guns or Belgian FN 1924/30-step riding guns. Water-cooled heavy machine guns and pistols are naturally the famous 7.63mm Mao Se M 1932, and even equipped with "Carden Lloyd" ultralight tanks. After Song Ziwen and his generals were determined to rectify, the tax police force became an absolute "irregular army" elite force, which laid a solid foundation for becoming a strong force in War of Resistance against Japanese Aggression in the future.

On the eve of the "December 28th Incident", most tax police groups were stationed in Shanghai and Pudong. The first group is in Xujiahui, the second group is in Nanxiang, the third group is in Zhabei, the fourth group is in Dong Qing, and its headquarters is in Xujiahui. When the Japanese army raided Shanghai, Song Ziwen unreservedly placed the headquarters of the tax police in the front line against the enemy, and personally issued operational orders.

The tax police corps did not use its own serial number to participate in the war, and stopped the transfer of the rest of the funds for fear of opposition from the G-8 banks. In mid-February, Song Ziwen decided that the 3rd Regiment of Tax Police stationed in Zhabei and the 2nd Regiment of Tax Police stationed in Nanxiang were under the command of the 19th Route Army to participate in the anti-Japanese sequence. Later, the five armies rushed to Shanghai for the Anti-Japanese War, and the participating troops of the Tax Police Corps were changed to the independent brigade of the 87th Division of the Five Armies, with Wang Geng, the former head of the Tax Police Corps, as the brigade commander and under the command of the five armies. At that time, the tax police regiment took part in the battle to defend Longhua Airport. Many officers and men were brave and fearless, and killed the enemy bravely. Almost all officers and men of the Second Battalion of the Second Regiment of the Tax Police died heroically in the battle. Unfortunately, due to the disunity among the commanders of the tax police corps, their combat effectiveness has been seriously weakened.

Despite the infighting, this unit did great harm to the Japanese invaders in Shanghai at that time.
