According to the distribution of students, school layout, campus size and other conditions, the enrollment area is reasonably delineated for each school to ensure full coverage of the nearest school. On the premise of maintaining relative stability, the demarcated areas should be dynamically managed according to the actual carrying capacity of the school, and small-scale adjustments should be made reasonably and timely to achieve the relative balance of students within the service scope of primary and secondary schools. All primary and secondary schools in each district should recruit students strictly in accordance with the designated scope, and students outside the scope shall not be recruited except in accordance with the provisions of the state and the whole region; In principle, district direct primary schools shall not recruit rural household registration and rural housing students in two towns; Village-run schools can recruit school-age children in some cities and towns under the condition that their degrees are not full.

4. The actual residence of school-age children and their parents is based on the premise that their parents or other legal guardians have complete property rights (only residential houses, excluding business houses and commercial houses, and property rights are limited to both husband and wife) and actually live.
