(3) Issuing authority, date and official seal.
Legal basis: "Several Opinions on Further Safeguarding and Regulating the Parties' Exercise of Administrative Litigation Right according to Law" should fully respect and protect the right to know of citizens, legal persons or other organizations, and timely hear cases of parties applying for government information disclosure according to law. However, the people's court will not file a case if the parties have obviously violated the legislative purpose of the Regulations on the Openness of Government Information in People's Republic of China (PRC), applied for the disclosure of government information many times and in large numbers, and then filed an administrative lawsuit, or the lawsuit filed by the parties obviously has no actual interests related to their legitimate rights and interests worthy of protection. If a citizen, legal person or other organization applies for the disclosure of government information that has been made public or is already known, or requests an administrative organ to make and collect government information or to summarize, analyze and process existing government information, and refuses to accept the handling, reply or rejection of the administrative organ, the people's court shall not file a case according to law.
