Who is the king who forgives Zemon?

The king forgave Zemon, one of the seven puppet masters. Seven puppet masters were pardoned by the king, and two of the seven puppet masters died in Lu Zhou. This book doesn't specify their names. Only the remaining five people managed to cross the space gate by luck, and they reached the earth. The five puppet masters who came to the world were: leaning against the clouds, holding tigers, crying, choosing dreams and bullying.
