The difference between labor service and professional intermediary lies in: when a labor service company recruits laborers to engage in labor export activities, it shall sign labor contracts with laborers, establish labor relations and pay social insurance premiums in accordance with the provisions of the Shanghai Labor Contract; However, the intermediary does not need to sign a labor contract with the laborer, but needs to obtain a professional intermediary license from the labor department and charge an appropriate intermediary fee.
