The term "civilized behavior" as mentioned in these Regulations refers to the behavior that abides by the provisions of the Constitution, laws and regulations, embodies socialist core values, conforms to the requirements of socialist morality, maintains public order and good customs, leads social customs, and promotes social civilization and progress in the new era. Article 3 The promotion of civilized behavior should carry forward the Xuzhou spirit of friendship, honesty, openness and innovation, and build a clean and environmentally friendly living environment, a convenient and efficient service system and a standardized and orderly social order. Article 4 The work of promoting civilized behavior should improve the working mechanism of unified leadership by the Party committee, organization and implementation by the government, division of responsibilities by all parties, and active participation by the society, and adhere to the principles of standardization, advocacy, encouragement, both rewards and punishments, and emphasis on cultivation. Article 5 The people's governments of cities, counties (cities) and districts shall incorporate the promotion of civilized behavior into the national economic and social development plan, define the objectives, tasks and requirements of the work, and incorporate the funds for the promotion of civilized behavior into the annual financial budget. Sixth city, county (city), district spiritual civilization construction steering committee to co-ordinate the promotion of civilized behavior within their respective administrative areas.
City, county (city), district spiritual civilization construction steering committee working mechanism is specifically responsible for the guidance, coordination, supervision and inspection of the promotion of civilized behavior within their respective administrative areas, and regularly evaluate and report on the implementation of these regulations. Seventh city, county (city), the relevant departments of the District People's government shall, in accordance with their respective responsibilities, do a good job in the propaganda of civilized behavior.
Development zone management agencies shall, in accordance with the responsibilities stipulated by the government, do a good job in the propaganda of civilized behavior.
The Town People's Government and the sub-district offices shall, in accordance with the determined responsibilities, do a good job in the propaganda of civilized behavior.
Village (neighborhood) committees shall strengthen the propaganda and guidance of civilized behavior and assist in the propaganda of civilized behavior. Eighth state organs, enterprises and institutions, people's organizations and other organizations and citizens should actively participate in the propaganda of civilized behavior.

(nine) integrity management, fair competition, civilized service, and consciously fulfill the statutory and agreed obligations to protect the legitimate rights and interests of consumers;
(10) Practice a low-carbon, green lifestyle and reduce the harm of daily life garbage to the environment;
(eleven) other acts that are conducive to improving the level of social civilization. Article 10 Citizens should firmly establish the concept of the country, love the party, patriotism and socialism, safeguard national security, honor and interests, and safeguard national unity and national unity; Actively participate in patriotic education and practice activities, respect and care for the national flag, correctly use the national emblem, and standardize the singing, playing and use of the national anthem. Article 11 Citizens shall maintain public order and observe the following codes of conduct:
