In order to do a good job in kindergarten enrollment in the city in 2022 and ensure the needs of school-age children to enter the park, relevant matters are hereby notified as follows:
I. Working principles
(1) Territorial management. Implement the pre-school education management system and organize the implementation of kindergarten enrollment with the district as the main body.
Admission to the park is free. Follow the principle of giving priority to everyone and entering the park relatively nearby, and prohibit any form of entrance examination, investigation or disguised selection of students.
(3) Procedure specification. Improve the enrollment system, standardize enrollment procedures, strengthen the supervision of the whole process, and enhance the credibility of enrollment work.
Second, the working procedure
(1) Formulate the enrollment plan (May 2022). On the basis of finding out the demand for admission to the park in the early stage, the district education bureaus will guide kindergartens within their jurisdiction to formulate enrollment plans, enrollment announcements and conflict resolution plans according to the approved enrollment scale and class size.
(2) Release the enrollment announcement (early June 2022). Each kindergarten adopts offline posting and online push. And publish the enrollment announcement approved by the District Education Bureau. The enrollment announcement mainly includes information such as the basic situation of kindergarten running, enrollment plan, enrollment scope, enrollment conditions, registration time, admission methods, charging items and standards, and consultation methods. The announcement of enrollment is generally issued for no less than one week, which fully guarantees the parents' (or other legal guardians') right to know. During the enrollment period, kindergartens should take appropriate measures to provide guidance services for parents (or other legal guardians) of school-age children. The announcement on the enrollment of public kindergartens of Evergreen Garden Club was issued by kindergartens approved by the Municipal Education Bureau.
(3) Organizing enrollment (late June 2022). In accordance with the general requirements of convenience, standardization and efficiency, kindergartens optimize the application registration process and streamline the verification materials. Implement the requirements of normalized epidemic prevention and control, flexibly organize online and on-site application registration, and resolutely prevent people from gathering due to enrollment work. The registration time of admission application is generally not less than one week, so that parents (or other legal guardians) of school-age children have enough time to arrange admission application registration. Kindergartens shall accept all eligible parents of school-age children (or other legal guardians) to register in the park during the registration period, and guide them to fill out the Application Form for Kindergarten Freshmen's Admission (unified style in all districts, printed by kindergartens themselves).
After the enrollment application is registered, all kindergartens should verify the relevant information in a timely manner. Conditional kindergartens can simultaneously query relevant information when applying for registration, and handle it in place at one time.
(4) Determine the admission list (July 2022). Kindergarten according to the enrollment plan, do a good job of enrollment application registration and information verification. If the number of enrollment degrees is less than the number of enrollment in the park, the admission list can be determined by computer random allocation and batch recruitment; If the number of enrollment degrees is greater than the number of enrollment in the park, the conditions can be appropriately relaxed and compensated after enrolling eligible children. After the admission, parents (or other legal guardians) of school-age children who have been admitted should be issued with the Notice of Children's Admission (uniformly printed by kindergartens in all districts) in a timely manner, and the parents (or other legal guardians) of school-age children who have not been admitted should be informed of the admission results and explained well.
For school-age children who are unable to enter school due to various circumstances during the centralized enrollment period, the Education Bureau of the district where they are located will provide necessary guidance services for their parents (or other legal guardians). After the centralized enrollment, kindergartens with redundant degrees can make up the recruitment according to the regulations under the guidance of the District Education Bureau.
(5) Go through the admission procedures (the preparatory week for the start of school in autumn 2022). Parents (or other legal guardians) of school-age children who have entered the park go to the kindergarten to go through the admission formalities with the Notice of Children's Admission and the Checklist of Children's Health (according to the health care work norms formulated by the health department).
After the kindergarten starts school in the autumn of 2022, all kindergartens should collect the basic information of new children in time and incorporate it into the national preschool education management information system, electronic student status.
Third, the job requirements
(a) to strengthen organizational leadership, a clear division of responsibilities. Education bureaus in all districts should take kindergarten enrollment as the annual key work item, set up an enrollment work leading group led by leaders in charge and implemented by relevant departments, clarify the division of responsibilities, refine work measures, grasp the time node, and promote the enrollment work to be carried out smoothly and orderly. All kindergartens earnestly implement the enrollment mechanism under the responsibility of the director and managed by special personnel, scientifically formulate enrollment announcements, release enrollment information in a timely manner, strictly standardize the enrollment process, and successfully complete the enrollment work. Before May 30th, the enrollment plan of kindergartens in each district in 2022 was submitted to the Basic Education Department of the Municipal Education Bureau for the record.
(two) overall allocation of resources, the implementation of the provisions of the class. According to the distribution of school-age children's density, preschool education resources and kindergarten scale, the education bureaus of all districts should make overall plans for the existing preschool education resources within their respective jurisdictions. Among them, according to the Opinions of the Municipal People's Government on Further Strengthening the Construction and Management of Supporting Kindergartens in Residential Areas, supporting kindergartens in residential areas give priority to meeting the needs of eligible school-age children in this residential area to enter the park nearby; According to the size of the kindergarten, the education department will restrict the school-age children of the surrounding residents from entering the park; Kindergartens run by enterprises, institutions, organs, organizations and armed forces shall do a good job in enrollment in accordance with the Regulations on Kindergarten Work; Inclusive private kindergartens strictly perform inclusive services, and other private kindergartens enroll students independently according to law. In areas with relatively prominent contradictions in admission and insufficient structural resources, kindergartens that expand enrollment (increase the number of classes) or expand class enrollment (increase the number of classes) in response to the peak of admission and meet the demand for admission must be approved in advance by the District Education Bureau. Expand the enrollment scale, and shall not occupy necessary functional houses or illegally build buildings; To expand class enrollment, in principle, a maximum of five students will be added to the current standard, and safety and quality will be guaranteed.
(three) the implementation of care policies to ensure the demand for admission. Education bureaus in all districts should actively promote preschool children with disabilities to study in regular classes, and encourage qualified kindergartens to recruit disabled children with the ability to receive general education. Do a good job in the admission of children of migrant workers, school-age children of college students who are employed and start businesses in China, and left-behind children in rural areas. Implement pre-school education subsidy policy and pre-school education preferential treatment policy. By the district education bureau as a whole, under the premise of degree permission, according to the principle of equal priority, arrange the children of frontline medical staff for epidemic prevention and control in COVID-19 to attend public kindergartens or inclusive private kindergartens, and the identity of frontline medical staff for epidemic prevention and control in COVID-19 shall be determined by the administrative department of the district where they are located.
(four) timely disclosure of information, publicity and guidance. Education bureaus in all districts should strengthen the publicity and guidance of enrollment, use newspapers, television, the Internet and other means to disclose the list of kindergartens that have obtained the qualification to run the park, the enrollment policy of the district, carefully interpret the enrollment policy, guide parents to reasonably expect, and provide guidance services for parents to enter the park. Guide all kinds of kindergartens at all levels in the region to actively disclose the enrollment conditions, charging standards, admission procedures, consultation telephone numbers and other enrollment information through the kindergarten website, Weibo, WeChat official account and external bulletin board, and arrange special personnel to be responsible for enrollment consultation and provide parents with enrollment consultation answers.
(five) to strengthen security, to ensure smooth and orderly. Education bureaus in all districts should strengthen the safety management of kindergartens, especially the safety inspection of newly opened kindergartens and weak kindergartens, to ensure the safe and timely use of kindergarten buildings and facilities; Seriously judge the risks that may occur in the process of enrollment, formulate risk prevention and control plans, and properly resolve the contradiction of entering the park in time; Strengthen the supervision of epidemic prevention and control, and guide kindergartens to do a good job in epidemic prevention and control. Kindergartens should conscientiously implement the requirements of epidemic prevention and control, implement various prevention and control measures, reasonably arrange the way, place and time of auditing materials and handling procedures, and avoid people gathering; Strengthen the comprehensive management of the public security environment around kindergartens to ensure the safe and smooth enrollment.
(six) to strengthen supervision and management, standardize the enrollment behavior. The education bureaus of all districts should implement the main responsibility of supervision, seize the opportunity of building clean schools, further unblock the channels of supervision by parents and society, improve the accountability mechanism of kindergarten enrollment supervision, and properly solve problems in time; Carefully check the kindergarten enrollment plan, announcements, etc. Incorporate kindergarten enrollment into the annual assessment content of kindergartens, and severely investigate and deal with kindergartens that recruit students in violation of regulations, charge fees in violation of regulations, and take exams in disguise.
