This school is a full-time undergraduate college approved by the Ministry of Education in March, 2002, and it is also the first university named after the city in inland provinces of China. It was formed by the merger of Hunan Urban Construction College and Yiyang Teachers College, and implemented the management system of "province and city (Yiyang) * * * * *.

The school has three colleges, 12 department and 1 teaching department, with 36 undergraduate majors, such as urban planning, architecture, civil engineering, information and computing science, Chinese language and literature, English, urban management, social sports, architectural design technology, road and bridge engineering technology, electronic information technology, music performance, decorative art design and so on. Journal of hunan city university (Social Science Edition) was rated as "Top 100 Journals of Social Sciences in China" twice and "Top 10 Journals of Local Universities" in 2008.
The school pays attention to foreign exchange and employs foreign English teachers to teach in the school all the year round. We have cooperated and exchanged ideas with Southern Sydney College in Australia, Bowen School of Management in Singapore, Longbia University in Britain and Nanhai County College in South Korea.
