Chapter I General Provisions Article 1 In order to promote the development of urban greening and protect and improve the urban ecological environment, these Regulations are formulated in accordance with the Regulations of the State Council Municipality on Urban Greening and other relevant laws and administrative regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the planning, construction, protection and management of urban greening within the administrative area of this Municipality (including the town where the county people's government is located).

The protection and management of ancient and famous trees shall be implemented in accordance with relevant laws and regulations. Article 3 Urban greening shall adhere to the principles of scientific planning, adjusting measures to local conditions, giving priority to ecology, paying equal attention to planting and protection, and involving the whole people. Article 4 The people's governments of cities and counties (districts) shall incorporate urban greening construction into the national economic and social development plan, formulate annual plans, and include urban greening funds in the fiscal budget at the corresponding level. County (District) people's government shall determine the administrative department in charge of urban greening, and be responsible for the urban greening work within their respective administrative areas.

Urban and rural planning, urban management and law enforcement, development and reform, land and resources, housing and urban construction, finance, water affairs, forestry, transportation, real estate, environmental protection, public security and other departments shall, according to their respective responsibilities, do a good job in urban greening.

Development park management institutions shall, in accordance with the provisions of these regulations and the responsibilities determined by the people's government at the corresponding level, do a good job in greening the responsible areas. Sixth selection of urban greening plants, should give priority to the use of native plants, street trees and wind-resistant tree species, and limit the planting of plant varieties that are easy to produce flying flocs. Seventh city and county (District) people's governments shall organize mass urban greening activities, encourage and guide units and individuals to participate in urban greening construction through investment, donation and voluntary service.

Any unit or individual has the right to discourage and report acts that damage or destroy urban greening and its facilities.

Units and individuals that have made remarkable achievements in urban greening work shall be commended and rewarded by the people's government. Chapter II Planning and Construction Article 8 The people's governments of cities and counties shall organize the competent administrative departments of urban and rural planning and urban greening to formulate urban greening plans, determine the control lines of various urban green spaces (hereinafter referred to as urban green lines), incorporate them into the overall urban planning, and publicize them for implementation after being approved according to law.

Urban greening should protect and utilize natural and human resources such as primitive woodland, water system, wetland and historical and cultural sites, and form an ecological environment with regional historical and cultural characteristics. Ninth city green line shall not be changed without authorization. If it is really necessary to change due to the adjustment of urban planning or the construction of urban infrastructure and other public interests, it shall be submitted for approval in accordance with the original examination and approval procedures.

Changing the city green line shall not reduce the total amount of planned green space. Due to the change of urban green line, the planned green space is reduced, and the planned green space of the same level and area is implemented nearby. Article 10 The municipal and county people's governments shall organize the administrative departments in charge of urban and rural planning, water affairs and urban greening to work out the planning of wetland parks and comprehensive parks, and strengthen the protection and construction of natural ecological areas such as woodlands, water systems and wetlands in cities and surrounding areas.

City and county people's governments shall determine the permanent protection of green space, establish a list of permanent protection of green space, announce it to the public, and set up billboards in a prominent position of permanent protection of green space. Eleventh construction projects should be supporting the planning of green space, green space rate should meet the following standards:

(a) the new residential area is not less than thirty-five percent;

(5) No less than 30% of factories produce toxic and harmful gases and other pollution, and a shelterbelt of not less than 50 meters shall be set up according to national standards.

Belonging to the old city reconstruction project, the green rate stipulated in the preceding paragraph may be appropriately reduced, but the decline shall not exceed five percentage points.

Historical and cultural blocks shall not reduce the original green area. Twelfth new urban construction, a radius of 300 meters should be planned to build more than 2000 square meters of park green space, a radius of 500 meters should be planned to build more than 5000 square meters of park green space. In the transformation of the old city, priority should be given to the planning and construction of parks and green spaces. Thirteenth to encourage the use of roofs, floors, walls, balconies, bridges, bus stations, parking lots and other buildings (structures) to carry out three-dimensional greening and open greening, but shall not infringe upon the legitimate rights and interests of others or affect the safety of buildings and public safety.

In addition to the guards, military and security units, the physical walls of units on both sides of urban roads should be gradually dismantled and afforested.
