Function allocation and internal organization of Puding County Medical Security Bureau
Main responsibilities:
(a) to implement the laws and regulations of the state on medical security, formulate the draft regulations, policies, plans and standards of medical security systems such as medical insurance, maternity insurance and medical assistance, and organize their implementation.
(two) to organize the formulation and implementation of measures for the supervision and management of medical insurance funds, establish and improve the safety prevention and control mechanism of medical insurance funds, and promote the reform of payment methods of medical insurance funds.
(three) to organize the formulation of medical insurance financing and treatment policies, improve the dynamic adjustment and balance mechanism, coordinate the urban and rural medical insurance treatment standards, and establish and improve the treatment adjustment mechanism that is suitable for the financing level. Organize the formulation and implementation of long-term care insurance system reform plan.
(four) to organize the implementation of urban and rural unified medical insurance catalogue and payment standards for drugs, medical consumables, medical services and medical service facilities.
(5) Organizing the implementation of policies such as prices of drugs and medical consumables, charges for medical service items and medical service facilities, establishing a mechanism for reasonably determining and dynamically adjusting the price of medical services paid by medical insurance, promoting the establishment of a market-led social medical service price formation mechanism, and establishing a price information monitoring and information release system.
(six) to organize the implementation of bidding for drugs and medical consumables, and to guide the construction of bidding platform for drugs and medical consumables.
(VII) To formulate agreements and payment management measures for designated medical institutions and organize their implementation, establish and improve the credit evaluation system and information disclosure system of medical insurance, supervise and manage medical service behaviors and medical expenses incorporated into medical insurance coverage, and investigate and deal with illegal acts in the field of medical insurance according to law.
(eight) responsible for medical security management, public service system and information construction. Organize the implementation of medical treatment management and expense settlement in different places. Establish and improve the transfer and connection system of medical security relations. Carry out foreign exchanges and cooperation in the field of medical security.
(nine) to formulate policies related to the medical security treatment of retirees at the county level and supervise the implementation.
(10) In combination with departmental responsibilities, do a good job in integration of defense and civilian technologies, poverty alleviation and development, "simplifying administration and decentralization, strengthening supervision, and improving services": increase investment in science and technology, improve the ability of scientific and technological innovation, and provide guarantee for promoting innovation-driven development; Responsible for the safety production and fire safety work of the department and industry; Do a good job in the development and application of big data and the management of government data resources according to regulations, and promote the standardized management, sharing and opening up of departmental government data according to law.
