Measures of Dongguan Municipality on the Administration of Urban and Rural Construction Archives

Chapter I General Provisions Article 1 In order to standardize the management of urban and rural construction archives, effectively protect and utilize urban and rural construction archives, and give full play to the role of urban and rural construction archives in urban and rural planning, construction and management, these Measures are formulated in accordance with the Archives Law of People's Republic of China (PRC), the Regulations on Quality Management of Construction Projects and other relevant laws and regulations, and combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the formation, collection, arrangement, storage, utilization and supervision of urban and rural construction archives within the administrative area of this Municipality.

The term "urban and rural construction archives" as mentioned in these Measures refers to documents, records and materials in various forms and carriers that are directly formed in urban and rural planning, construction and management activities and are of use value to the state, society, units and individuals and should be archived and preserved. Article 3 The archives work of urban and rural construction shall follow the principles of unified leadership, unified standards, scientific management and information sharing to ensure the standardized collection, safe management and effective utilization of urban and rural construction archives. Article 4 The Municipal People's Government shall strengthen the leadership of urban and rural construction archives work, incorporate urban and rural construction archives into urban and rural construction development planning, improve urban and rural construction archives management institutions, make overall arrangements for the funds needed for urban and rural construction archives, and ensure the coordination of urban and rural construction archives with economic society and urban and rural development.

Urban and rural construction archives management funds should be included in the budget management at the same level by the financial department. Fifth to encourage and support citizens, legal persons and other organizations to donate or deposit all kinds of files related to urban and rural construction.

The Municipal People's Government shall, in accordance with the relevant provisions, reward citizens, legal persons and other organizations that have made outstanding contributions to the archival undertaking of urban and rural construction. Chapter II Responsibilities Article 6 The Municipal Bureau of Natural Resources is the administrative department of urban and rural construction archives in this Municipality, responsible for the management of urban and rural construction archives within the administrative area of this Municipality and performing the following duties:

(a) to organize the implementation of national, provincial and municipal laws, regulations, rules and policies on urban and rural construction archives management;

(two) to formulate and organize the implementation of urban and rural construction archives development planning and management system;

(three) overall planning and coordination of urban and rural construction archives informatization;

(four) to supervise the collection, collation, storage and utilization of urban and rural construction archives of citizens, legal persons and other organizations within the administrative area of this Municipality;

(five) to investigate and deal with illegal acts of urban and rural construction archives within the administrative area of this Municipality according to law;

(six) other duties as prescribed by laws, regulations and rules. Seventh city urban construction archives is the city's urban and rural construction archives management institutions, accept the leadership of the municipal urban and rural construction archives administration department and the professional guidance and supervision of the municipal archives administration department, and perform the following duties:

(1) Collecting, receiving, inspecting, sorting out and keeping the urban and rural construction archives within the administrative area of this Municipality;

(two) responsible for the development and utilization of urban and rural construction archives and consulting services;

(three) to guide other units and individuals to carry out urban and rural construction archives work, and organize regular business training. Eighth Park Management Committee, the town people's government (street offices) shall assist in the collection, collation, storage and utilization of urban and rural construction files within their respective jurisdictions. Conditional parks and towns (streets) can set up archives or archives rooms to be responsible for the work related to urban and rural construction archives. Article 9 The administrative departments in charge of housing and urban-rural construction, comprehensive law enforcement of urban management, transportation, water affairs, industry and informatization, and relevant units such as electric power, communications, radio and television shall, within their respective functions and duties, assist and cooperate with the archives management institutions of urban-rural construction to do a good job in the collection, storage and utilization of urban-rural construction archives. Article 10 The construction unit and the survey, design, construction and supervision unit (hereinafter referred to as the contractor) shall designate special archivists to be responsible for the collection, sorting, storage and transfer of the construction project archives of their own units, establish and improve the construction project archives work system, and implement the leadership responsibility system and the post responsibility system of relevant personnel. Eleventh construction units are responsible for the transfer of construction project files, responsible for the authenticity and accuracy of the contents of the transferred files, and perform the following duties:

(1) Incorporate the compilation, collection, collation and handover of the contractor's construction project files into contract management as required, and define the filing responsibility, file quality, handover time limit and liability for breach of contract;

(two) to guide, supervise and inspect the collection, sorting, storage and handover of the contractor's construction project files;

(three) standardize the acceptance of the construction project files handed over by the contractor;

(four) in accordance with the provisions of the urban and rural construction archives management agencies to collect, organize and hand over the construction project files;

(five) the scientific management of the archives of construction projects that should be kept by the unit. Twelfth personnel engaged in urban and rural construction archives management should master the corresponding professional knowledge of archives management and urban and rural construction, and strictly implement the relevant laws, regulations, rules and archives management system. Chapter III Handover and Reception Article 13 The archives management institution of urban and rural construction shall focus on receiving and managing the following archives:

(a) all kinds of urban and rural construction project files

1. Industrial and civil construction engineering archives;

2 municipal public infrastructure project files;

3. Traffic infrastructure project files;

4 garden construction and scenic area construction project files;

5 urban and rural city appearance and environmental sanitation facilities construction project documents;

6. Archives of water conservancy, flood control and earthquake engineering;

7. Other construction project files that should be filed or have preservation value according to laws, regulations and rules.

(two) urban water supply, drainage, gas, heat, electricity, communications, cable television, industry and other underground pipelines and related ancillary facilities, as well as census and supplementary surveying and mapping files.

(3) Archives of underground space projects such as urban underground common ditches, underground traffic facilities, underground commercial facilities, underground parking lots, underground storage facilities and civil air defense projects.

(4) Basic information about urban economy, topography, mineral resources, meteorology, place names, historical evolution, culture and education, health and sports, etc.

(five) documents related to urban and rural planning and construction management, scientific research achievements and other urban and rural construction files that should be archived and have long-term and permanent preservation value.
