I. Guiding ideology
Adhere to the guidance of Scientific Outlook on Development, adhere to the high-quality and balanced development of compulsory education, actively implement free compulsory education around the goal of "running every school well, teaching every student well and developing every teacher well", improve the junior high school entrance system without examination, and ensure that school-age children enter school on time, nearby and without examination.
Second, the admission principle
(1) Adhere to the principle of full coverage of compulsory education services.
Governments at all levels, education administrative departments and public junior high schools shall guarantee the right of every school-age child and adolescent to receive compulsory education according to law, including eligible children of floating population. Ensure that every school-age child has a free degree in a public junior high school.
(2) Adhere to the principle of balanced development of compulsory education.
Strictly implement the "three regulations". No school, institution or individual may organize any form of entrance examination; Private schools shall not select students by written test or disguised written test; Public and private schools may not hold various forms of "key classes", "fast and slow classes" and "experimental classes", except for approved art classes and sports characteristic classes.
Strictly implement the enrollment plan, strictly control the number of places, and strictly control the proportion of "school choice students". The number of classes in the newly recruited grades of the school shall not exceed 45. If it is really difficult to ask for admission across teaching areas, it must be strictly controlled. After verification by the school and approval by the admissions department, the school can issue admission notices. Students who fail to meet the requirements of cross-teaching areas are assigned to schools with more places by the municipal admissions department.
(3) Adhere to the principle of overall planning and coordination in the work of Xiaoshengchu.
Suzhou Education Bureau is responsible for the overall planning and coordination of urban junior high schools. The specific measures for junior high school enrollment in each district will be implemented after the approval of Suzhou Education Bureau; Wuzhong District, Xiangcheng District, Industrial Park and High-tech Zone. Huqiu district is responsible for the junior high school enrollment of school-age children (including children of migrants) within its jurisdiction; Due to cross-regional changes such as administrative regional adjustment, urban transformation and school layout adjustment, the teaching area of junior high school is solved by Suzhou Education Bureau and relevant districts.
(D) Adhere to the principle of relative stability and rationally adjust the teaching area of junior high school.
The division of junior high school teaching areas shall be determined by the lower education departments after reasonable adjustment, on the basis of keeping the teaching areas relatively stable, taking into full consideration the factors such as school layout, school scale and student distribution this year.
(E) Adhere to the basic principle of "two orientations"
According to the Compulsory Education Law and the the State Council Document (Guo Fa [2006] No.5), the compulsory education for the children of floating population "is mainly given to the government of the inflow place and public schools". Foreign school-age children and adolescents enjoy the same right to compulsory education in our city. All public schools should fully tap their potential and actively absorb the children of floating population. In 2009, the proportion of children of floating population in public schools was not less than 70%.
(six) adhere to the principle of "centralization and decentralization" to help the people in need.
We will further strengthen the work of subsidizing poor students to ensure that the children of every poor family and the children of floating population will not drop out of school because of family financial difficulties.
(seven) adhere to the principle of "providing education on demand" for disabled children and adolescents.
According to the Compulsory Education Law, all junior high schools should ensure that disabled children with learning ability enjoy the right of nine-year compulsory education equally. Further do a good job in junior high school enrollment for primary school graduates with moderate mental, hearing and visual impairment, and study in regular classes according to junior high school teaching areas.
Third, the enrollment target
Junior high school enrollment targets include all primary school-age children and adolescents in Suzhou.
(1) Primary school graduates with permanent residence or legal permanent residence in cities and towns and under the age of 16 (born after 1 September 1993).
(2) Primary school graduates with permanent residence or legal fixed residence in cities and towns, who have reached the age of 16 but have not completed nine-year compulsory education (go to school after providing necessary certificates). Primary school graduates who have reached the age of 16 and have completed nine-year compulsory education will no longer be issued with middle school admission notices.
(3) Graduates from urban public and private primary schools (including schools for children of migrant workers) who are not registered in this Municipality and those from other places who come to Suzhou Primary School may be promoted to urban junior high schools without examination after providing relevant certificates and confirmation.
Fourth, the registration method
The enrollment of primary school graduates is divided into two stages: information collection and individual enrollment.
(A) the collective collection of student information
Canglang District, Pingjiang District, Jinchang District, Industrial Park, High-tech Zone, and huqiu district's primary school graduates collectively go through the formalities of collecting and reporting student information. The information collection of primary school graduates adopts the way of combining electronic information with paper information. The time is from May 15 to May 17 (the measures will be notified separately).
(two) public and private junior high schools registered at the same time.
After the primary school reported the graduate information to the Municipal Education Bureau, the public and private junior high schools entered the school on July 8, and the specific operations are as follows:
1. Public junior high school registration:
(1) Primary school graduates with local household registration, parents or other legal guardians shall register at the junior high school in their teaching area on July 8 according to their legally fixed residence (referring to the residence with real estate license or room card); If the parents or other legal guardians have no legal fixed residence, they shall register in the junior high school in the teaching area where the household registration is located.
(2) Bring the real estate license or room card of parents or other legal guardians, household registration book, primary school graduation certificate, quality development report and secondary form stub of primary school graduate registration form when registering.
(3) Primary school graduates who are not registered in this city do not participate in public junior high school registration. According to the principle of "relative proximity and centralized arrangement", they will be assigned to relevant public junior high schools by the municipal and district education bureaus before the end of July.
2. Private junior high school registration:
Six work-study schools, including Suzhou Lida Middle School, Pingjiang Middle School, Caoqiao Experimental Middle School, Zhenhua Bilingual Experimental School, Wenchang Experimental Middle School in High-tech Zone and Xinghai Experimental School in Industrial Park, registered on July 8, and each student was limited to one. Bring the following materials when registering: primary school diploma; Quality development report; Various award-winning certificates; A copy of the registration form of primary school graduates and the stub of middle school forms.
Students who are not admitted to the interview in private schools are assigned to public junior high schools by the municipal and district education bureaus according to the information collected by primary school graduates and the legal fixed residence of their parents or other legal guardians.
(3) Return to Su Sheng to register.
1. Those who graduated from foreign primary schools in Canglang District, Pingjiang District and Jinchang District will return to Su Sheng and go to the Municipal Junior High School Admissions Office (temporarily located in the Basic Education Department of the Municipal Education Bureau, address:/kloc-0) with the urban household registration book, proof of legal fixed residence, diploma, report on the quality development of primary school students (grade six report) and 1 inch photos.
2. Those who have registered in industrial parks and high-tech zones, and those who have graduated from primary schools in other places in huqiu district, shall register in industrial parks, high-tech zones and huqiu district Education Bureau respectively (the time and procedures are the same as above).
According to the Regulations on the Management of Student Status in Jiangsu Province, students who return to the Soviet Union from other places are arranged by their respective education departments to enter junior high schools in batches.
(4) Registration of immigrant children
1. Non-local registered graduates attending public and private primary schools (including schools for children of migrant workers) in urban areas shall be collectively registered by the graduation primary schools.
2. If the children of migrants graduate from primary schools outside urban areas and want to attend urban junior high schools, their parents or other guardians shall go through the registration formalities with their household registration book, temporary residence permit and residence permit, primary school graduation certificate, primary school quality development report, labor contract verified or filed by the municipal labor and personnel department or other relevant work certificates for legal operation, and three photos 1 inch, and take the exam in junior high schools on July 1 ~ 7.
Identification of teaching area of verb (verb abbreviation)
(a) the permanent residence of students should be consistent with the permanent residence and legal fixed residence of their parents or other legal guardians. If the student's personal account is inconsistent with that of his parents or other legal guardians, the legal fixed residence of his parents or other legal guardians shall be taken as the basis.
(2) The permanent residence of parents or other legal guardians shall be consistent with the legal fixed residence. If the permanent residence is inconsistent with the statutory fixed residence, the statutory fixed residence shall prevail.
(3) If a student's parents or other legal guardians have multiple legally fixed residences, in principle, one legally fixed residence with registered permanent residence and relatively stable residence shall be taken as the basis; However, when collecting information, it is necessary to provide relevant information that is legally fixed in the place.
(4) If a student's parents or other legal guardians have no "property right room" or "room card room", the district education administrative department shall make overall arrangements for junior high schools according to the actual living conditions of guardians and their students. Students' parents or other legal guardians have no "property right room" or "room card room", and their parents live with their grandparents for a long time, which is the only place to live. Children's schools can be based on grandparents' legal permanent residence.
(five) the student's household registration and legal guardian are not in the same household registration place, and there is no legal fixed residence in the teaching area. The education department shall make overall arrangements for admission according to the actual situation. Primary school graduates who meet one of the following conditions can enter the school according to law with relevant certificates at their registered permanent residence: ① Both parents are active servicemen (including armed police); (2) Both parents are experts and technicians sent abroad; (3) Both parents' accounts are not in the urban area; Four orphans.
(six) in accordance with the principle of "nearest school", because of the improvement of housing conditions have moved into a new home, but due to objective reasons have not moved into the household registration, the new residence shall prevail to determine the teaching area; The original house has been demolished and the new house has not yet been delivered. In principle, the newly resettled housing shall prevail; If the family does have special difficulties, the district education administrative department shall arrange the school lots in a unified way according to the actual situation.
(seven) children of migrants, although the household registration is not in this city, but have a legally fixed residence, the legally fixed residence shall prevail.
(eight) children of floating population whose registered permanent residence is not in this city, who have no legal fixed residence and great mobility shall be arranged by the education administrative department to attend public junior high schools in accordance with the principle of "relative proximity and centralized arrangement".
Free policy of intransitive verbs
Continue to strictly implement the relevant documents of the state, province and city on the implementation of free compulsory education, actively implement the policy of free textbooks, and do a good job in the distribution of free textbooks.
(1) Free objects include: all students in public junior high schools and qualified students in private schools approved by the education department.
(II) Free items of public junior high schools in compulsory education stage include: miscellaneous fees (including audio-visual education fee of 65,438 yuan +0.30 yuan/semester) and information technology fee (30 yuan/semester? Students), lecture fee (15 yuan/semester? Health).
(3) The existing charging items of public junior high schools are: operation fee (1 1 yuan/semester? Students) and "service fee" social practice activities (120 yuan/semester? Health)
(4) According to the document of the State Council (Guo Fa [2008] No.25), it is clear that children of floating population enjoy the same treatment as students with local household registration, and the miscellaneous fees and borrowing fees in compulsory education are cancelled. If the children of floating population are enrolled in the nearest school or arranged by the education department, tuition fees shall not be charged.
Seven. Xiaoshengchu consulting service
Further improve the teaching area publicity system and degree notification procedures, and improve the junior high school entrance consultation service.
(1) teaching area publicity and degree notice: public junior high schools will announce the teaching area, enrollment policy, enrollment procedures and other relevant regulations and enrollment consultation service telephone numbers in 2009 from May 1 1, and announce them to the public at the eye-catching position on the home page of the school website and at the school gate. Let parents near the community and school know the scope of junior high school teaching area and the degree of free compulsory education for children in junior high school.
(II) Opening of hotline: Our bureau, district education departments and public junior high schools announced and opened the hotline to the public in May 1 1. Providing junior high school entrance consultation services for parents includes: compulsory education policy propaganda, teaching area inquiry, entrance examination and answering questions, registration procedures consultation, etc.
(three) public and private junior high school freshmen "compulsory education admission notice" unified in August 15 issued to graduate primary schools.
Eight, early admission matters
(1) Students from poor families with permanent residence in this city can apply for the "successful class" held by Midu Middle School in Suzhou and No.30 Middle School in Suzhou respectively (see the admission notice of "successful class" in 2009 for details).
(2) Children of migrants with financial difficulties can apply for the "Glorious Class" held by Suzhou No.12 Middle School and Suzhou twenty middle school School respectively (see the Admission Notice of Glorious Class in 2009 for details).
(3) Suzhou No.26 Middle School continues to recruit 2 classes with artistic characteristics for the urban area, and Suzhou No.3 Middle School recruits 2 classes with calligraphy and painting characteristics for the urban area; Suzhou No.10 Middle School Sports Seedlings, Suzhou No.3 Middle School Women's Basketball Team, Suzhou Tianjiabing Experimental Middle School Table Tennis Team, Suzhou No.16 Middle School Chess Class, Suzhou Xujiang Experimental Middle School Weiqi Class, and Suzhou Zhenwu Middle School will be admitted in advance after taking professional tests according to the reported school enrollment brochures, and cultural examinations, tests and interviews are not allowed. The relevant enrollment brochures of the above schools will be published after being submitted to our bureau for approval.
(4) The "successful class", "glorious class" and all kinds of art and sports students who were admitted in the above (1), (2) and (3) in advance will no longer participate in the registration and degree allocation of other public and private junior high schools, and other schools may not admit them.
(5) The school completed the admission of special students at the end of June 2009, and the admission list was reported to the municipal junior high school admissions office before July 3.
Nine, private junior high school enrollment work
(a) private junior high school enrollment into the unified management of the Municipal Education Bureau, strictly implement the approved enrollment scope and charging standards. According to the Compulsory Education Law, the Private Education Promotion Law and the requirements of the three regulations: "The enrollment brochures and advertisements of private schools should be reported to the examination and approval authorities for the record"; "Private schools are not allowed to select students by written test or disguised written test".
(B) Private junior high school enrollment should be carried out within a unified time range. To achieve the "four consistences", that is, the time for publishing the enrollment brochure or the enrollment advertisement is the same, and the registration time is the same, and the enrollment work is completed within the specified date.
(3) Private junior high schools shall issue enrollment brochures according to law, and schools shall not issue false enrollment advertisements. The enrollment brochure shall specify the enrollment principles, enrollment time, enrollment conditions, enrollment plan and scope, charging standards and other matters.
(4) Six reform schools, including Lida School, Pingjiang Middle School, Caoqiao Experimental Middle School, Zhenhua Bilingual Experimental School, Wenchang Experimental Middle School in High-tech Zone and Xinghai Experimental School in Industrial Park, approved by the Provincial Department of Education, can only choose one, not two.
(5) The admission of Lida, Pingjiang, Caoqiao, Zhenhua and other four schools adopts a combination of "recommendation" and "interview"; Xinghai Experimental School in Industrial Park organizes the recommendation of primary schools in the park.
(six) the number of private junior high schools is equal to or less than the number of enrollment plans; If the number of applicants is much larger than the number of enrollment plans, they can be admitted through interviews.
