Independent Commission against Corruption (ICAC); English: Independent? Commission? Objection? The Minister of Justice asked Peter Godber to explain the source of his wealth within one week, or he would be arrested. However, during this period, Garbo easily fled from Hong Kong to Britain, which led to the outbreak of long-standing grievances. Some college students even took part in and launched the "Anti-corruption and Arrest Peter Gerber" March, demanding that the government arrest Peter Gerber and bring him to justice. In order to quell public anger, the then Governor Sir MacLehose appointed Sir Barry Canal, a senior justice, to set up a commission of inquiry to thoroughly investigate the reasons for Peter Godber's escape and review the anti-corruption work at that time. Sir Barry Canal, a senior deputy inspector, said after investigating Gerber's escape that the government needed an independent anti-corruption department to fight corruption. At the Legislative Council meeting in June 1973, the government adopted the recommendations of the Committee and established the Independent Commission Against Corruption in February 1974. Immediately after the establishment of the Independent Commission Against Corruption (ICAC), it took over the investigation of the Garbo case and tried its best to arrest the once-popular Chief Superintendent.

After Hong Kong's return to China, the Commissioner of the Independent Commission Against Corruption became one of the principal officials of the Hong Kong Special Administrative Region.
